Types of EAC Approvals

In the EAEU states, there are several types of EAC approvals. The essential EAC approval procedures are EAC certification and EAC declaration. Additionally, there is also SGR registration, GOST certification and GOST declaration, TR CU certification and TR CU declaration, as well as other EAC approvals for export to the EAEU states. 

The type of EAC approval is determined by the TR CU/EAEU directives. There are more than fifty TR CU regulations for EAC certification of various product groups. This means that the type of EAC conformity assessment is determined by the regulations of the TR CU directives. 

The certification service provider examines the regulations of the directives for the respective product and determines the EAC conformity assessment method based on the EAEU regulations. 

EAC Certificate for EAEU States 

An EAC Certificate is an approval document that confirms the EAC compliance of goods with the TR CU/EAEU regulations, thereby enabling export to the EAEU states. 

EAC certification is conducted by a certification service provider, which verifies the goods for compliance with the TR CU regulations. Furthermore, the EAC approval is recorded in the unified EAEU certification register. 

EAC Declaration for EAEU States 

An EAC Declaration is a declaration of conformity by the manufacturer or the authorized representative for export to the states of the Eurasian Economic Union. 

The current EAEU member states are: Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. An EAC declaration confirms that the goods meet the safety standards of the TR CU/EAEU regulations of the Eurasian Economic Union. 

Documents for EAC Assessment 

To conduct a proper EAC assessment of goods, several pieces of information and documents are required. For the EAC assessment to be precise and binding, specific information about the intended use of the goods is necessary. 

An EAC assessment (Evaluation of EAC Competence) generally relates to the intended use and manufacturer classification of goods. Proper application and classification of products are crucial for EAC certification.

The required documents may vary depending on the type and intended use of the goods, but essentially include the following:

1. Customs tariff number: also known as HS code (Harmonized System Code), it is a standardized and internationally recognized method for classifying goods. 

2. Area of application: the proper area of application of a product is classified by the manufacturer of the goods; based on the application of the goods, the correct EAC approval of the product is also determined.

3. Description: the technical description of goods and their application is provided by the product manufacturer; the information supplied by producers is used for EAC certification. 

It is important that all required documents and information are complete, up-to-date, and authentic to ensure an accurate and binding EAC assessment of goods.

Schemas for EAC Certification 

There are various schemas for EAC certification depending on the type of product and the corresponding technical regulations. The TR CU/EAWU guidelines of the Eurasian Economic Union include descriptive schemas for the implementation of various EAC certification processes. 

There are various schemas for EAC certification and EAC declaration of different products, with the applicable EAC approval schema depending on the type of manufacturing, type of goods, and type of delivery. 

The certification schemas are abbreviated with the letter "C" and the declaration schemas with the letter "D". The schemas for EAC approvals are structured similarly to the modules of CE marking. 

Accompanying Documents for EAC Approval

For EAC certification and/or EAC declaration, various technical EAC accompanying documents are required depending on the safety requirements of the TR CU guidelines, product group, type of delivery, and type of production. Generally, the following documents and materials are required:

  • Information about the manufacturer
  • Information about the importer
  • EAC ignition hazard assessment
  • EAC safety evaluation
  • EAC strength calculation
  • EAC operating manual
  • EAC maintenance manual
  • Technical passport
  • Risk analyses

Costs for EAC Certification 

The costs of EAC certification consist of several components: the regulations of TR CU guidelines, the number of product tests, the nature, design, and composition of goods, as well as whether all necessary source documents, information, descriptions, and accompanying documents are available in the required EAEU languages. 

It must be clarified how extensive the scope of the goods to be inspected is and whether extraordinary or additional laboratory examinations are required.

For certain types of products, deliveries, or production methods, additional inspections, audits, or certification of the quality management system may be necessary. Attention is paid to the manufacturing, delivery method, and composition of goods.

Duration of Certification 

The EAC certification and EAC marking are generally regarded as a formality. However, the EAC approval is a complex, costly, and intricate approval process that depends on several influencing factors. The application and obtaining of EAC approval usually take several weeks or even months.

The exact certification processes, duration, and costs of EAC approval are calculated individually and based on the product. The duration and costs of EAC approval and EAC marking depend on the following circumstances: 

  • Delivery method
  • Type of certification
  • Nature of goods
  • Mandatory tests
  • Components
Validity of Conformity 

The application and issuance of an EAC certificate can be either contract-related, involving the delivery of a specific quantity of products, where the delivery quantity is limited to a product batch, or serially related, involving regular and unlimited product deliveries, where the delivery quantity is not restricted, thus allowing an unlimited quantity of products to be delivered within the certification period. 

For batch deliveries, a one-time EAC approval is granted. For serial deliveries, a long-term EAC approval is issued. The EAC approvals for serial deliveries can be granted for a period of 1 to 5 years. 

Application Submission

The applicant for the EAC approval must be a legal or natural person acting as a representative of the manufacturer or supplier in a EAEU state on behalf of the manufacturer and taking responsibility for compliance with safety standards. 

The applicant (also referred to as the contracting party) must be capable of advising and supporting the manufacturer in all significant matters related to the EAC approval. 

The authorized applicant must carefully retain all approval documents, accompanying materials, and EAC documentation and be able to provide them to the relevant authorities in consultation with the manufacturer if necessary.
