State Registration (SGR) is typically used for EAC Certification of Chemical and Hygienic Products. Products that underlie the sanitary requirements of Technical Regulations of the Eurasian Economic Union (Customs Union between Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia) are subject to EAC State Registration. The legal regulations on State Registration, also called SGR Registration or SGR Certification, were created in 2010. SGR Certification has succeeded the former Hygienic EAC Certification.
State Registration can be applied for by both the importer, the manufacturer or his representative in the EEU States. The SGR Certification is also valid in all countries of the Eurasian Economic Union.
The SGR Certification serves as an affirmation of EAC Conformity with the sanitary and hygienic regulations of the EEU States. SGR Approvals are registered in the National System for Hygienic EAC Certification of the EEU Member States. Thus, a unified system of approval for Hygienic EAC Registration has been introduced in the Eurasian Economic Union states (EEU Members). The procedure of SGR registration is carried out in compliance with the Technical Regulations of the Eurasian Economic Union. The goal of SGR Certification of hygienic products is the safety of goods and protection of life and health of citizens of EEU States.
The application of SGR Registration is in accordance with the provisions of the Technical Regulations of the EEU States and Regulation N299 of the EEU States.

State registration is carried out once and is valid without any time limit. The documents and product samples are examined and evaluated in a testing laboratory which is accredited in the Eurasian Economic Union. If no deviations from the standards are found, an SGR Certificate of State Registration is issued.

The validity of the State SGR Registration usually depends on the provisions of the Technical Regulations, the Certification Scheme and the type of delivery (lot delivery or serial delivery). The SGR Registration is usually made for individual lot deliveries, for serial production during a period of 1 to 5 years or for the deliveries unlimited in time and quantity.
It depends on various factors, how long it takes to obtain the SGR State Registration / SGR State Certification. These factors may be the type of delivery, the type of product and the difficulty and complexity of the required assessments and analysis. The SRG Registration processes are planned and carried out on an individual and project basis. As a rule, the SGR Registration takes 25 to 45 working days.
The cost of SGR Registration / SGR Certification is composed of several factors, such as the Technical Regulations of the EEU States, the number and complexity of required tests and the composition of products as well as whether all required source documents are available in the Russian Language. Furthermore, it is necessary to clarify whether an audit of the production site and annual inspection controls are required and also how many products will be tested.
On July 18, 2019, Decision N102 was approved in the EEU States. Decision N102 is a regulation on the unified form of the SGR Registration of hygienic and chemical products in Russia and the EEU Member States. In the new form of the Certificate on State Registration of products subject to registration, the validity period was changed. The old form of State Registration was valid until the end of delivery or changes in the technology of the production.
The new Certificate on SGR Registration is issued for a period of 1 to 5 years in accordance with the provisions of the Technical Regulations of the Eurasian Economic Union, unless otherwise stated in the technical regulations. For the new SGR form, digital SGR Registration is also offered. The updates of the form of Certificate of SGR Registration are valid since 20.07.2019.
By the regulations of EEU States, it is prescribed that the manufacturer must have a registered office in the Common Economic Territory of EEU States in order to apply for SGR Registration. Thus, an authorized representative of the manufacturer is required to carry out the SGR Registration processes in the EEU States. The authorized representative must be based in one of the Customs Union Member States. Often, a business partner of the manufacturer acts as the applicant. It is necessary to take into account that afterwards only this partner has the exclusive right of distribution for the goods for the entire approval period and must issue an authorization of sales activity for all other distributors.
The Authorized Representative must be based in one of the member states of the Customs Union. If you wish to remain independent of individual distributors, we can provide you with a contract person in the EEU States. This task can be achieved through our Russian branch in Moscow or Novosibirsk.
The legal basis for the State Registration of Sanitary and Hygiene Products was established by Decision N299 on the application of unified hygienic standards within the EEU States and the list of products liable to registration. SGR State Registration can be applied for and carried out in all participating states of the Eurasian Economic Union (EEU States) on the same principle. The participating states of the Eurasian Economic Union are Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia.
