EAC Conformity Assessment are carried out in compliance with the Safety Requirements of Eurasian Economic Union Technical Regulations (TR CU/TR EEU) and can be issued in the form of EAC Certification, GOST Certification, TR CU Certification, EAC Approval or EAC Declaration. Successfully certified products must be labelled with an EAC Mark of Conformity (EAC Mark).
On September 1, 2011, the unified EAC Marking has been introduced in the member states of the Eurasian Economic Union (EEU States - Customs Union between Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan). For export to Russia and the EEU States, products must undergo an EAC Conformity Assessment and be marked with the EAC Conformity Mark.
Individual products that are subject to EAC Certification or EAC Declaration according to the Technical Regulations of EEU States will be labelled with the EAC Mark after the successful EAC Certification process. In addition, the regulations of each Eurasian Economic Union must be observed.
EAC certified or EAC declared products may only be exported if the EAC Marking in accordance with the mandatory requirements of Technical Regulations of the EEU has been visibly applied. The manufacturer himself is responsible to label the products with the EAC Marking.
An EAC Mark confirms full compliance with the provisions and requirements of Technical Regulations of the Eurasian Economic Union (TR CU/TR EEU). Furthermore, the EAC Marking of products is an additional proof of quality and certifies EAC Conformity and compliance with the minimum safety requirements of the Technical Regulations of the Eurasian Economic Union to potential customers.
The EAC Labeling confirms consumers and regulatory authorities in the Eurasian Economic Union that the products are compliant with the EAC safety standards. Different marking regulations apply to the various product groups and manufacturers are themselves responsible to check and implement the EAC Marking of their products.
With an EAC Marking, the manufacturer, importer, distributor or authorized representative of the manufacturer declares that the goods comply with the minimum safety requirements of the Technical Regulations. The content of the EAC Marking bears certain similarities to the European CE Marking. The abbreviation E-A-C means Eur-Asian Conformity.
EAC Marking can only be issued for certified or declared products, so EAC Marking takes place after EAC Certification of products. EAC Marking has to be applied to the goods permanently, clearly visible and legible by the manufacturer or the manufacturer's authorized representative.
The size of the EAC Mark must be at least 5 square millimeters. When enlarging or reducing the size of the EAC Mark, the proportions of the EAC Mark must be respected. If it is not possible to apply the EAC Mark to the product, the EAC Mark must instead be attached to the packaging and EAC Accompanying Documents of the goods.
To carry out EAC Certification, the manufacturer, importer, distributor or authorized representative of the manufacturer must have a place of business in the economic territory of the Eurasian Economic Union. The EAC Marking is a basic requirement for placing products on the market which are liable to hold an EAC Certificate or/and an EAC Declaration on the territory of the Eurasian Economic Union. With the EAC Marking, the users and the surveillance authorities in the member states of the Eurasian Economic Union (EEU States) are informed accordingly about the safety and quality of the products.
The legal basis for EAC Marking of certified products has been established by the EEU Founding Treaty of 18.12.2010, by the Eurasian Economic Union Regulations N319 of 18.06.2010 and N620 of 07.04.2011. EAC Marking is carried out in accordance with the provisions and minimum requirements of the Technical Regulations (TR CU/EEU) of the Eurasian Economic Union. The minimum requirements of the Technical Regulations for the safety and quality of goods must not be undercut.
Only after successful EAC Certification and EAC Marking may a commodity be placed on the market and sold on the territory of the EEU Member States. EAC Certification and EAC Marking are performed in accordance with the minimum safety requirements of the EEU States. EAC Certification and EAC Marking provide evidence of EAC Compliance with Russian and Eurasian EAC Standards.

The EAC Marking is an EAC Mark of Conformity of the Eurasian Economic Union (EEC Member States). The EAC Mark signals to consumers and regulatory authorities that the product meets the minimum safety requirements of the Technical Regulations and that it is EAC certified and EAC marked.
Usually, the manufacturer, the manufacturer's authorized representative or the importer apply for EAC Marking. The manufacturer is himself responsible for a correct EAC Marking. According to the Eurasian Economic Union Technical Regulations (TR CU/TR EEU), the manufacturer or importer is obliged to check and implement the marking requirements before placing the product on the market.
For products that are certified and marked according to the provisions of several Technical Regulations, the requirements of all relevant Regulations must be taken into account.
If a product is so small that the corresponding EAC Mark cannot be applied to the product itself, as required in the Technical Regulations of the Eurasian Economic Union, the EAC Mark must be attached to the packaging.
In addition to the EAC Marking, other markings such as CE Conformity Markings are also allowed. The conformity markings should be applied to the product in the same size and should not cover each other. Additional markings, such as quality seals, are also permitted, but they should cast doubt on the information of the EAC Marking. The EAC Marking confirms the mandatory safety and quality requirements of Technical Regulations.
The unified rules for EAC Marking of the Eurasian Economic Union are stipulated by the decision of the Eurasian Economic Union Commission N711 as well as by individual Technical Regulations (TR CU/TR EEU) for various product groups.
The introduction of the EAC Mark for the entire Eurasian Economic Union (EEU) has replaced national marks of conformity such as the GOST-R or TR CU for Russia, GOST-K for Kazakhstan, and GOST-B for Belarus. The EAC Mark is only applied to EAC/TR/GOST certified products. Only EAC certified and EAC marked products can be exported to EEU Countries.

EAC Certification for Russia and EAC Declaration for Russia is carried out in accordance with the provisions of the Eurasian Economic Union Technical Regulations (TR EEU). The Technical Regulations of the EEU States are also called the Technical Regulations of the Customs Union. An EAC Certificate for Russia or an EAC Declaration for Russia is equally valid in all countries of the Eurasian Economic Union (EEU States).

A CE Symbol is used to confirm the CE Conformity of goods with European Regulations. CE Marking of products is a prerequisite for placing goods on the market in the territory of the European Economic Union. The principle of mutual recognition in Europe plays a major role in the prevention of trade barriers and in the harmonization of trade regulations.
In essence, this means that a product produced in one EU Country may be sold throughout the European Union. The product must meet the safety requirements of the European Union. The European Union Regulation 765/2008, the Decision NR 768/2008/EC of the European Parliament and the Guide to the Implementation of the Production Directives provide the legal basis of CE Marking.
The New Approach was adopted in 1985 and regulates the normalization, standardization and harmonization of goods on the territory of the EU Countries. The New Approach aims at the harmonization of trade regulations in the European Union. Thus, the overall concept for European CE Conformity Assessment was adopted.
A major role in preventing barriers to trade and in the harmonization of trade regulations is played by the European principle of mutual recognition. In essence, this principle means that a product produced in one EU Member State may be sold throughout the European Union.

Failure to comply with CE Marking regulations is punishable by law and carries a heavy fine.
Before the foundation of the Eurasian Economic Union, EAC Conformity of goods in Russia, CIS States and USSR States was carried out according to TR Standards and GOST Standards. With the establishment of the Eurasian Economic Union, EAC Certification was introduced as the standard EAC Conformity Assessment Procedure for the Eurasian Economic Area.
On 01.07.2010, the regulation of the Customs Union between Russia, Belarus and Kazakhstan was introduced for customs and EAC Certification matters.
This replaced the existing national conformity assessment procedures, such as GOST-R Standards or TR Standards for Russia, GOST-K Standards for Kazakhstan and GOST-B Standards or STB Standards for Belarus with the EAC Certification and the Unified Technical Regulations of the Eurasian Economic Union.
Today, the Eurasian Economic Union consists of Russia, Belarus, Armenia, Kazakhstan and Kyrgyzstan. Products exported to any country in the Eurasian Economic Union must be marked with the EAC Mark of Conformity. The unified regulations of the EAC Marking of the Eurasian Economic Union are stipulated by the decision of the EEU Commission N711 of 15.06.2011.
Apart from that, there are TR CU Marks and GOST Marks, but it it not possible to apply these conformity markings in conjunction with the EAC Certification and they cannot replace the EAC Marking. The TR Mark and the GOST Mark are only relevant for the Russian market, where all TR and GOST certified products have to be labelled with the corresponding TR or GOST Markings.
The obligation of certification according to GOST Standards and TR Standards can be looked up in the list of products subject to certification and declaration. EAC Certification and EAC Marking of products in Russia are regulated by the Ministry of Industry and Trade.
