An EAC Certificate for Machinery and Equipment serves as confirmation to the manufacturer that the products comply with the Unified Technical Regulations of the Customs Union (TR CU/EEU). Conformity is verified with an EAC Certificate or an EAC Declaration. An EAC Certificate is an official confirmation from the Eurasian Economic Community of compliance with standards and allows export to Russia and EEU Member States.

EAC Certification for agricultural technology is carried out in accordance with the legal requirements and minimum safety requirements of Technical Regulations TR CU 031/2012 and Technical Regulations TR CU 010/2011. The Technical Regulations of the EEU states establish minimum safety requirements for agricultural facilities, technology and equipment for use on the territory of the Eurasian Economic Union.
The aim of the Eurasian Economic Union Technical Regulations is to protect the life and health of citizens and their property in the EEU. When conducting EAC Certification for EEU States or EAC Declaration for EEU States, a production audit is required for the product groups that pose increased risk to the health of citizens and the environment of EEU States. During the production audits, the production and production conditions are examined. EAC certified products are marked with an EAC Marking of the Customs Union. Thus, EAC Conformity with the Technical Regulations of the Eurasian Economic Union is confirmed. The Eurasian Economic Union regulations require that the manufacturer must have a registered office in the Common Economic Territory of the Customs Union in order to apply for EAC Certification or EAC Declaration. Thus, a representative of the manufacturer is required to apply for the certification processes in the Customs Union if the manufacturer does not have a branch in the Eurasian Economic Union.
The representative must be based in one of the Customs Union Member States. Often, a distributor of the manufacturer from the states of the Eurasian Economic Union acts as the applicant. It is necessary to take into account that after certification only this partner has an exclusive right of sale for the whole certification period and must issue an authorization of sales activity to all other distributors. The manufacturer's representative must be based in one of the member states of the Customs Union.
