The Technical Regulations of the EEU States establish minimum safety requirements for the production, storage, transportation, labeling and disposal of food.
The aim of the legal regulations is the protection of human life and health, the environment, as well as the prevention of deception of the buyer by misleading information. The safety of food must be ensured during the minimum durability periods when used as intended.
The relevant limits for food are contained in the respective annexes to the regulations.
Disease-causing agents and toxins that can harm the health of humans and animals are not permitted in food. Compliance with the minimum requirements of the Technical Regulations is a prerequisite for export to Russia and EEU States.

Products subject to EAC Certification and EAC Declaration are handled in accordance with the provisions of the Eurasian Economic Union Commission Decision N620 of April 7, 2011, and are subject to mandatory certification and declaration, respectively.
Subject to EAC Certification:
An EAC Declaration is a statement by the manufacturer that the EAC declared food complies with the minimum safety requirements of the EEU States' Technical Regulations.
The manufacturer or the authorized representative must apply for the EAC Declaration, after which it is listed in the Unified Register of EEU States by an accredited certification body located in the EEU States.
Confirmation of EAC Conformity with the safety requirements of the EEU States can be made by the following documents and records:
An EAC Declaration is performed by an accredited certification service provider at the request of the applicant. An EAC Declaration must be entered into the Unified Register of EEU States by a certification body established and accredited in the EEU Member States.
An EAC Declaration has equal legal force and is valid for the entire EEU Community. In addition to the EAC Declaration, a GOST Certificate can be applied for, this is done by the applicant's own initiative. The GOST certified products can be marked with the GOST Mark of Conformity.
It is possible to perform GOST Certification for all product groups in addition to EAC Certification or EAC Declaration. Additional GOST Certification is a proof of quality for the certified products.

Foodstuffs imported for the first time into the Common Customs Territory of the EEU States as well as specialized foodstuffs are subject to State Registration. State Registration is also required for new types of food products. These are foods produced with new technologies, production processes and with ingredients that have never been used before. Such foods and additives must be inspected and registered before export to Russia and EEU States.

The Certificate of State Registration confirms the EAC Conformity with the sanitary-hygienic regulations of the Eurasian Economic Union to the German or European manufacturer. In the Russian Federation, the issuance of the Certificate of State Registration is carried out by the Federal Agency for Consumer Protection and Rights (Rosspotrebnadzor). Without the Certificate of State Registration of products it is not possible to organize export to Russia and EEU States.
State registration in Russia is carried out by the certification bodies accredited with Rosstandard or Rosspotrebnadzor. During the registration process, the production documentation and laboratory tests are analyzed. In special cases, an audit is required at the manufacturer's production facilities. Valid Certificates of State Registration are entered into a unified register.
All unprocessed foods of animal origin are subject to hygienic control. Hygienic control is carried out by certain authorities in accordance with the legal requirements of the respective member states of the Eurasian Economic Union. EAC Approval of food products is carried out by accredited bodies located in the Eurasian Economic Union. Information on registered food products is listed in the State Register and is freely available to all citizens of the Eurasian Economic Union via the Internet. An EAC Certificate for tobacco products is issued in compliance with the minimum safety requirements of the Technical Regulations TR CU 035/2014 - On the Safety of Tobacco Products. EAC Certification for alcohol-containing products is carried out in accordance with the minimum safety requirements of the Technical Regulations TR EEU 047/2018 - On the Safety of Products Containing Alcohol.
The Technical Regulations of the Customs Union establish unified safety rules and safety requirements for the production of tobacco and alcohol products for export to Russia and the Eurasian Economic Union.

According to the Eurasian Economic Union regulations, it is required that the producer must have a registered office in the Common Economic Territory in order to apply for EAC Approval.

Often, a distributor of the producer from the Eurasian Economic Union States acts as the applicant. It is necessary to take into account that after certification, only this distributor has an exclusive right of sale for the whole certification period. In such situations, the manufacturer becomes dependent on his business partner.
