A Safety Assessment for EAC Certification or EAC Declaration is an official document in which the risk assessment and required safety measures are specified on the basis of design documents and technical data. The EAC Safety Assessment contains information about risks and safety measures for a machine or plant. The EAC Safety Assessment is permanently updated, all innovations, repairs and extensions must be entered into the EAC Safety Assessment and EAC Risk Assessment.

The GOST Standard 54122-2010 - Requirements for Safety Assessment was developed together with the Machinery Directive 2006/42/EC.
Full Safety Assessment: Is this case, evidence and testing of the machinery is required. This form of safety assessment includes test results and is issued in writing.
Short Safety Assessment: No evidence is required here. This form of safety assessment is used to declare the compliance of the installation with the requirements of the Technical Regulations (TR CU).
The EAC Safety Assessment is a required document for successful EAC Certification. A safety assessment is necessary to obtain proof of conformity for the plant, machinery or equipment operating under pressure. This takes the form of an EAC Certificate or an EAC Declaration.
The EAC Safety Assessment is issued during the development and production of the machine. All major risks are considered and recorded. A safety assessment can be developed for multiple series, types and models. The original safety assessment is kept in the engineering office or with the manufacturer. The exporters, operators and distributors each receive a copy of the EAC Safety Assessment.
A EAC Safety Assessment is structured according to the producer's technical data and the Machinery Directive 2006/42/EC, Annex VII: Technical Documentation for Machinery.

The duration and cost of preparing the EAC Safety Assessment depend on both the product and the industry in question as well as the related Technical Regulations and necessary tests.
According to the regulations of the Eurasian Economic Union, it is required that the manufacturer must have a registered office in the Common Economic Territory of the EEU States in order to apply for EAC Certification. If that is not the case, a representative of the manufacturer is required to apply for and conduct EAC Certification processes in the Customs Union.
The contracting person must have a registered office in one of the Member States of the Customs Union. Often, a business partner or a distributor of the manufacturer from one of the states of the Eurasian Economic Union acts as the applicant. It is necessary to take into account that after the certification only this distributor owns the exclusive right of distribution for the entire certification period and must issue an authorization of sales activities to all other distributors.
In such situations, the manufacturer becomes dependent on his business partner, who acted as the manufacturer's contract person during EAC Certification. EAC Certification is carried out in accordance with the standards of the Technical Regulations of the Eurasian Economic Union.
All certified and declared products must be labelled with an EAC Marking of the EEU States. The EAC Marking demonstrates EAC Compliance with the EEU States' Technical Regulations (TR CU/TR EEU). The requirements for EAC Conformity Marking of the Eurasian Economic Union were established in the decision of the Eurasian Economic Union Commission N711. The EAC Marking of products subject to mandatory certification according to the standards of the EEU States is a basic requirement for access to the EAC market.
