Notification of Cryptographic Devices

The FSB notification of cryptographic devices and equipment of the Federal Security Service is a proof of informing the Russian state about the use of encryption technologies or encryption functions in products to be imported or exported.

FSB notification is required for the import and export of devices with encryption technology and encryption functions to and from Russia. FSB notification is used for monitoring by the Federal Service for Security of the Russian Federation of devices that could be used for data encryption.

The aim of FSB notification is to record, test and check cryptographic devices and systems. It covers electronic devices and equipment used in civilian and military facilities.

FSB notification enables the Russian government to monitor the placing on the market of devices that could endanger national security. Manufacturers, authorized representatives and importers are obliged to carry out FSB notification of cryptographic devices and equipment and must inform the Federal Intelligence Service about changes to cryptographic devices and equipment.

The Resolution of the Economic Commission of the EAEU of April 21, 2015 - On measures of non-tariff regulation contains a list of devices and equipment subject to notification.

FSB Notification Obligation for Cryptographic Means

FSB notification can only be applied for by a company based in an EAEU country. A foreign manufacturer can only apply for FSB notification via an authorized contractual person.

The FSB notification must contain the following information:
