The EAC Certification for Furniture is carried out in accordance with the provisions of the Technical Regulations TR CU 025/2012 of the Eurasian Economic Union. The Technical Regulations TR CU 025/2012 define safety requirements for furniture. The aim of the requirements of the Technical Regulations is to protect the life and health of citizens and their property in the Eurasian Economic Union (EEU).
In addition, the EAC Marking is intended to protect consumers and users from misuse and misleading information. In the European Union, furniture and home accessories are not subject to mandatory CE Marking. In the Eurasian Economic Union, a special guideline applies to the confirmation of conformity and marking of furniture. After proof of conformity, the manufacturer receives an EAC Declaration for furniture or an EAC Certificate for furniture valid in Russia, Armenia, Kazakhstan, Belarus and Kyrgyzstan.
The Technical Regulations TR CU 025/2012 On the Safety of Furniture provides safety regulations on furniture, home accessories and their application. The aim is to ensure the protection of human, animal and plant life and health in the Eurasian Economic Union.
Furthermore, the directive protects property and the environment. Furniture and furniture sets for private and commercial use are subject to EAC Certification according to TR CU 025/2012 in the Eurasian Economic Union.

During the classification of furniture or home accessories, the certification method is determined. The proof of EAC Conformity in accordance with the provisions of TR CU 025/2012 - On the Safety of Furniture and Home Accessories can be issued either as EAC Certification or as EAC Declaration.
The following good are not subject to the EAC Conformity Assessment according to the provisions of TR CU 025/2012:
Certain pieces of furniture may also be subject to conformity requirements under other Technical Requirements, except TR CU 025/2012. Furthermore, certain pieces of furniture may need additional evidence of conformity, in particular when it comes to children's furniture and household equipment. Children's furniture and household equipment are subject to EAC Certification.

In addition, the safety requirements from other Technical Regulations of the EEU States must be observed in certain cases. This is usually the case when electronics are integrated in a piece of furniture (for example LED lighting).
If electronics with an alternating current between 50 volts and 1,000 volts or a direct current between 75 volts and 1,500 volts is included in the delivery contents of furniture and home accessories, this piece of furniture is always subject to TR CU 025/2012 On the Safety of Furniture and Home Accessories as well as TR CU 004/2011 On the Safety of Low Voltage Equipment and TR CU 020/2011 On Electromagnetic Compatibility.

Seven steps lead to a successful EAC Conformity Assessment:
The EAC Certification or the EAC Declaration is made for a single delivery or for serial production for a period of 1 to 5 years, depending on the type of product and its scope of delivery. In most cases, EAC Certification is made for 2 to 3 years and EAC Declaration is made for 4 to 5 years.
EAC Certification is carried out by a certification service provider. The applicant can choose the certification service provider by himself. The certification service provider should be accredited for EAC Certification of Furniture according to the TR CU 025/2012. For EAC Certification of Furniture and Home Accessories, certification procedures 1C, 2C and 3C are applied.
The details of the procedures can be found in Annex 4 of the Technical Regulations TR CU 025/2012. In case of certification of products of foreign manufacturers, the application for certification can be submitted only by the authorized representative of the manufacturer.
EAC Certification procedure:
The EAC Declaration is performed according to the manufacturer's specifications of furniture and home accessories. The evidence of EAC Compliance is provided by the applicant or his authorized representative. The information in the EAC Declaration is also provided by the applicant or his authorized representative.
The certification service provider is responsible for performing the EAC Declaration. In case of EAC Declaration of products of foreign manufacturers, the application for EAC Declaration can be made only by the importer or authorized representative of the manufacturer.
EAC Declaration procedure:
EAC certified products are labelled with an EAC Mark of the Customs Union. Thus, EAC Conformity with the Technical Regulations of the Eurasian Economic Union is confirmed. Placing furniture and home accessories on the market without appropriate EAC Marking is punishable by heavy fine and confiscation of the goods.
Requirements for EAC Marking:
Consumer information for furniture is provided in the form of EAC Marking, assembly instructions and operating manuals. EAC Marking is provided in Russian and/or in the official language of one of the Member States of the EEU States.
The following information must be written on the label of the furniture:

The preparation time for the EAC Declaration according to the Technical Regulation TR CU 025/2012 varies greatly depending on the type of product. According to the Regulations of EEU States, it is required that the manufacturer must have a registered office in the economic territory of the Customs Union (CU) in order to apply for an EAC Declaration. Thus, a representative of the manufacturer is required to carry out EAC Declaration processes in the Customs Union. Often, a business partner of the manufacturer from the EEU States acts as the applicant.
It is necessary to take into account that afterwards only this partner has an exclusive right of distribution for the whole certification period and must issue an authorization for the use of the declaration for all other business partners.
In such situations, the manufacturer becomes dependent on his business partner, who acted as the authorized contract person for the EAC Declaration. If you wish to remain independent of your individual distributors, we can organize a legal contract person for you.
This task can be performed by our Russian branch. After certification, we will issue an authorization to all your business partners to use the EAC Declaration. In case you decide, over time, to part with certain distributors or to engage new distributors, we will support you in your decisions and accordingly withdraw or recreate the authorization.
The establishment of the Customs Union between individual EEU States has harmonized the norms and standards of each state into a single system. In all participating states of the Eurasian Economic Union, the application for and process of EAC Certification is carried out according to the same principle. The legal basis is the Establishment of the Unified Forms for the Preparation of Documents within the Customs Union of 09.12.2011, N896.
The legal basis of EAC Certification was laid down by the Decision on Technical Regulations in the Customs Union dated 18.07.2010, N319 and the Decision on Unified Standardization within the Customs Union dated 07.04.2011, N620.
