9. The minimum distances to aboveground main pipelines transporting gaseous hydrocarbons shall be increased by a factor of 2 for the facilities, buildings and structures specified in subparagraph "a" of paragraph 7 of this Procedure, and by a factor of 1,5 for the facilities, buildings and structures specified in subparagraphs "b"–"d" of paragraph 7 of this Procedure.
10. The minimum distances from facilities, buildings and structures not specified in this Procedure to a main pipeline shall be established in accordance with the legislation of the Member States.
11. Where it is impossible to ensure the minimum distances from the facilities, buildings and structures not forming part of the main pipeline specified in this Procedure to a main pipeline under construction, or from such facilities, buildings and structures not forming part of the main pipeline specified in this Procedure to an operating main pipeline, including a mothballed main pipeline, due to constrained conditions (natural factors, developed social, industrial and transport infrastructure), deviations from the specified minimum distances are permitted in accordance with the legislation of the Member States, provided that compensatory engineering measures are ensured.
