CLASSIFICATION
OF DANGEROUS GOODS CONTAINING PYROTECHNIC PRODUCTS
Class | Division | Name | Classification criteria |
I | 1.1 | pyrotechnic products with a mass explosion hazard | pyrotechnic products that are characterized by a hazard of mass explosion |
1.2 | pyrotechnic products that do not explode en masse | pyrotechnic products that are characterized by a projection hazard but do not present a mass explosion hazard
1.3 | pyrotechnic products that are fire-hazardous and do not explode en masse | pyrotechnic products that are characterized by a fire hazard and either a minor blast hazard, or a minor projection hazard, or both, but are not characterized by a mass explosion hazard
1.4 | pyrotechnic products that do not present a significant hazard | pyrotechnic products presenting only a minor explosion hazard in the event of ignition or initiation during transport. The effects are largely confined to the package, and no projection of fragments of appreciable size or over an appreciable distance is expected. An external fire must not cause virtually instantaneous explosion of almost the entire contents of the package
IV | 4.1 | flammable solids | pyrotechnic products capable of igniting from brief (up to 30 seconds) exposure to a low-energy ignition source, as well as those igniting from friction |
Notes:
1. Mass explosion - an explosion that spreads to the entire load almost instantaneously.
2. Household pyrotechnic products are regarded as dangerous goods assigned to division 1.4 and 4.1, and technical pyrotechnic products to divisions 1.1 - 1.4 and 4.1.

c) conclusion of a contract (agreement) for the performance of certification work;
d) sampling, identification of the samples and their testing;
e) analysis of the state of production (if provided for by the selected certification scheme);
f) analysis of the test results obtained and making a decision on issuing (refusing to issue) the certificate of conformity;
g) performance of inspection control over the certified pyrotechnic products (if this is provided for by the certification scheme).
2. To have certification work performed, the applicant submits a corresponding application to the certification body of its choice. When considering the application, the certification body is entitled to request additional information concerning the production of the pyrotechnic products.
3. The certification body considers the application and notifies the applicant of its decision within one month from the date of its receipt. When considering the application, the certification body:
a) examines the application with regard to the sufficiency of the information contained therein and conformity with the requirements of this Technical Regulation and the standards associated with it;
b) on the basis of an analysis of the submitted documents, determines all hazardous factors of the pyrotechnic products being certified, the parameters and the methods for determining them during certification tests, develops a certification test programme and agrees it with the selected testing laboratory.
4. If the results of the examination are positive, the decision of the certification body specifies the conditions for carrying out the subsequent stages of certification work and the procedure (programme) of certification tests.
If the results of the examination are negative, the applicant is sent a decision refusing certification, with a reasoned statement of the grounds.
5. A representative of the certification body takes samples for certification tests from accepted pyrotechnic products whose conformity with the requirements of the regulatory documentation is confirmed by a document (quality certificate, passport, logbook and other documents).
During sampling, the samples are identified, and the packaging of the pyrotechnic product and the markings applied to it, the completeness of the set and the storage conditions are checked for conformity with the requirements of the technical documentation for the product and with the application materials.
6. The recommended number of samples to be taken for testing is 12 units, but not less than 2 minimum consumer packages (if any). The applicant packs the selected samples in containers in a manner that ensures the preservation of their properties during delivery, preparation and performance of certification tests, as well as their identification. The packages containing the selected samples are sealed by the representative of the certification body and the applicant. If there is a certification test programme, sampling and packing of the samples are carried out in accordance with its requirements.
7. Samples for certification tests are identified in accordance with paragraph 7 of Article 6 of this Technical Regulation. The results of sampling for certification tests are documented in a sampling record in the form established by the certification body.
8. Certification tests are carried out in an accredited testing laboratory in accordance with the certification test programme. If the testing laboratory is accredited for technical competence only, certification tests are carried out with the mandatory participation of a representative of the certification body. The test report is signed by the head of the testing laboratory and by the representative of the certification body.
9. The results of certification tests are documented in a test report and sent to the certification body. The certification test report shall state:
a) the name of the pyrotechnic product;
b) the types of tests performed, with reference to the item number of the certification test programme, and the test results;
c) the actual test mode;
d) the test conditions;
e) data on the equipment and instruments used.
10. The certification test report is signed by the head of the testing laboratory.
11. The certification body analyses the results of the certification tests and the materials of the inspections provided for by the selected certification scheme, and makes a decision to issue the certificate of conformity or to refuse to issue it.
In the event of a positive decision, the certification body draws up the certificate of conformity in the established form, registers it in the unified register of certificates of conformity and issues it to the applicant.
If a negative decision is made, a decision refusing to issue the certificate of conformity is sent to the applicant within 10 days.
12. If the pyrotechnic product being certified has several design variants, only the variants being certified are listed in the certificate of conformity. Annexes to the certificate of conformity in the established form may be used for this purpose.
In the certificate of conformity, the certification body indicates the hazard class of the pyrotechnic product.
13. Pyrotechnic products that have undergone certification are marked with the market circulation mark.
14. Inspection control over the pyrotechnic products being certified (if this is provided for by the certification scheme) is carried out throughout the entire validity period of the certificate of conformity in the form of scheduled and unscheduled inspections, including:
a) checking compliance with the requirements of this Technical Regulation;
b) analysis of the changes made to the regulatory documentation for the pyrotechnic products and assessment of their impact on the safety of the pyrotechnic products;
c) sample checks of the conformity of finished pyrotechnic products that have been accepted and prepared for shipment to consumers with the requirements of the regulatory documentation;
d) checking the test reports for the entire validity period of the certificate;
e) checking the availability of test equipment and measuring instruments for testing pyrotechnic products in accordance with the technical specifications;
f) checking that verification of the equipment and measuring instruments has been carried out on time;
g) verification of the manufacturer's (seller's) system for analysing consumer complaints and claims, as well as the measures taken to eliminate the causes of defects;
h) analysis of the state of production (if this is provided for by the certification scheme);
i) testing of samples of pyrotechnic products.
15. Inspection control shall be carried out by a representative of the certification body that issued the certificate of conformity.
Sampling, identification, testing of samples and analysis of the state of production during inspection control shall be carried out in the same manner as during the initial certification tests.
Based on the results of inspection control, a conclusion of the certification body shall be drawn up, stating the assessment of the sample test results and proposals regarding the identified deficiencies, and shall be sent to the applicant.
If the results of the control are unsatisfactory, the certification body shall issue a decision to suspend (terminate) the validity of the certificate of conformity.
Evasion of inspection control by the holder of the certificate of conformity shall constitute grounds for suspending the validity of the certificate.
16. Analysis of the state of production shall be performed (if this is provided for by the certification scheme) by a representative of the certification body.
To carry out this type of work, the applicant shall appoint an authorised representative (consultant).
