EAC Certificate for Building Materials

The EAC Certification and EAC Declaration for Building Materials and Construction Materials is carried out in accordance with the national standardization laws of each Eurasian Economic Union Participating State (TR CU/TR EEU of EEU Countries).

At present, there are no EAC Certification or EAC Declaration regulations for EAC Approval of Building and Construction Materials in the Eurasian Economic Union (EEU). In Russia, various building materials and construction materials are approved according to GOST Regulations. There are several types of approvals for building materials and construction materials.

GOST Declaration for Building Materials and Construction Elements

GOST Declaration is a compulsory measure to be able to export building materials, construction elements and construction materials to Russia. A GOST Declaration is a mandatory conformity assessment. With a GOST Declaration or EAC Declaration, the foreign manufacturer declares that the building and construction materials he produces comply with Russian GOST Standards.

GOST Marking of Building Materials

GOST certified building materials and construction materials are labelled with the GOST Marking. GOST Marking of construction materials which are subject to mandatory GOST Conformity Assessment is a prerequisite for market access.

State Registration for Construction Materials

For certain building products, a Certificate of State Registration is required. The Certificate of State Registration proofs EAC Conformity with the sanitary regulations of the Eurasian Economic Union (Russia, Kazakhstan, Armenia, Kyrgyzstan, and Belarus). According to the Decision of the EEU Commission N299 - On the Application of Sanitary Measures in the EEU States, a number of construction products, construction materials and building materials are subject to state registration.

The Certificate of EAC Registration was introduced on 01.07.2010 and has substituted the Hygienic EAC Certification. State Registration is necessary for products such as paints, varnishes and the like.

EAC Fire Safety Certificate for building materials

Fire Safety Certification in Russia is prescribed by the procedure of state supervision of products. Thus, a need for Fire Safety Certification is stipulated. After that, a GOST Certificate is issued, certifying that the construction products comply with the Fire Safety Requirements of the Russian Federation.

Authorized Representation for EAC Declaration

The Eurasian Economic Union regulations require that the manufacturer must have a registered office in the Common Economic Territory of the Customs Union in order to apply for EAC Approval. Thus, a representative of the manufacturer often has to apply for certification processes in the Customs Union. The representative must be based in one of the Member States of the EEU.

Mostly, the applicant is a business partner of the manufacturer from the states of the Eurasian Economic Union. It is necessary to take into account that afterwards only this partner has an exclusive right of distribution for the entire certification period and must issue an authorization of sales activity for all other distributors. In such situations, the manufacturer becomes dependent on his partner. 

If you wish to remain independent of individual distributors, we can provide you with a legal contract person. This task can be carried out by our Russian branch. After successful certification, we will issue an authorization of sales activity to all your business partners. If over time you would like to part with individual distributors or hire new ones, we will support you and withdraw or renew the authorization of sales activity.
