EAC Certificate for Subway Vehicles

An EAC certificate in accordance with the TR EAEU 052/2021 directive is an official document that demonstrates compliance with the TR EAEU regulations of the Eurasian Economic Union. The approval under TR EAEU 052/2021 enables the export of subway vehicles to the EAEU.  

The TR EAEU 052/2021 directive on the safety of subway vehicles presents the EAC standards for the use of subway vehicles in the EAEU countries.

The Eurasian Economic Union (EAEU) is an economic union between Russia, Kazakhstan, Belarus, Kyrgyzstan, and Armenia. Common trade rules and TR CU/EAEU directives apply within the territory of the EAEU states.  

EAC Conformity Assessment of Subway Vehicles

The EAC certification or EAC declaration of subway vehicles and their components is carried out in accordance with the safety regulations of TR CU/EAEU Guidelines 052/2021 of the EAEU member states. 

The EAC marking of subway vehicles and their components is conducted in accordance with the decision of the Eurasian Economic Commission N711 as well as the individual TR ZU/EAEU guidelines. 

The EAC conformity assessment of subway vehicles and their components can be conducted through EAC certification and/or EAC declaration. The selection of the EAC approval procedure is made by the certification service provider in accordance with the TR CU/EAEU guidelines of the Eurasian Economic Union. 

Application of TR EAEU Guideline 052/2021

The EAC conformity assessment of subway vehicles and their components is carried out in accordance with the regulations of the TR CU/EAEU guideline of the EAEU member states. The EAC approval of subway vehicles and their components is conducted by an EAC certification service provider. 

The service provider examines the subway vehicles and their components for conformity with the regulations of TR CU/EAEU guidelines of the Eurasian Economic Union. Finally, the EAC approval is recorded in the unified online register of the EAEU states.

The conformity requirements of the TR EAEU 052/2021 guideline for the EAC conformity assessment apply to the following subway vehicles and their components: 

• Special subway vehicles
• Spare parts for subway vehicles
• Components of subway vehicles
• Special facilities and equipment for the maintenance of subway vehicles
• Special facilities and equipment for the repair of subway vehicles
• Special facilities and equipment for the operation of subway vehicles

The EAC certification of subway vehicles and their components is carried out in accordance with the TR EAEU guideline 052/2021 with the certification schemes: 1C, 2C, 3C, 4C, 5C, 6C, 7C, and 8C.

The EAC declaration of subway vehicles and their components is carried out in accordance with the TR EAEU guideline 052/2021 with the declaration schemes: 1D, 2D, 3D, 4D, 5D, and 6D.

EAC Marking of Subway Vehicles

The EAC marking of subway vehicles and their components is carried out in accordance with the provisions of the TR CU 052/2021 directive. All approved subway vehicles and their components are marked with the EAC conformity mark after successfully completing the EAC conformity assessment process. 

The EAC marking of subway vehicles is in accordance with the decision of the EAEU Economic Commission N711 and complies with the individual requirements and safety regulations of TR CU/EAEU directives.

The EAC marking of subway vehicles and their components indicates conformity with the TR CU/EAEU directives of the Eurasian Economic Union. The EAC mark is proof of Eurasian conformity. 

The EAC mark must be affixed visibly and legibly to individual subway vehicles and their components, as well as to all accompanying documentation.

• Name of the manufacturer
• Brand of the manufacturer
• Product designation
• Manufacturing date
• Product model
• Product name
• Product type
• Weight

The EAC marking of subway vehicles and their components must be in one of the EAEU languages (EAEU languages: Russian, Kazakh, Armenian, Kyrgyz, Belarusian). 

Costs of EAC Certification for Subway Vehicles

The costs of EAC conformity assessment for subway vehicles and their components according to the TR EAEU directive 052/2021 depend on several influencing factors, such as the regulations of the TR EAEU directives and the number of necessary vehicle inspections. 

The safety regulations of the TR EAEU directive 052/2021 of the EAEU states specify how individual vehicles and their components must be certified.

Validity of EAC Approvals for Subway Vehicles

The EAC conformity assessment of subway vehicles and their components can be conducted either for individual contract-related deliveries of subway vehicles or for series deliveries of subway vehicles and their components.

For contract-related deliveries of subway vehicles, a one-time EAC conformity assessment is carried out, while for series deliveries of subway vehicles, an EAC conformity assessment for series production is conducted.

The EAC certificates or EAC declarations for the series production of subway vehicles and their components are registered for a maximum period of 5 years.

Contract Person for Subway Vehicles and Components

The contract person for the EAC conformity assessment of subway vehicles and their components according to TR EAEU Directive 052/2021 is mandatory for the execution of certification or declaration processes in the EAEU states.

The contract person acts as a representative of the manufacturer in the EAEU member states and assumes the responsibility for compliance with TR CU regulations. The contract person for the certification of subway vehicles and their components is responsible for the approval processes of various product groups in the EAEU states.
