Technical Regulations of the Customs Union
The Technical Regulations of the Customs Union (TR CU/EAEU) summarize the EAC standards and GOST standards for the Eurasian Economic Union (internal market among Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan).
The Technical Regulations are equally valid throughout the entire Eurasian Economic Union. Compliance with the technical standards and norms is confirmed by the respective certificates or declarations.

EAC Normative Provisions of the Technical Regulations
The listed Technical Regulations describe the minimum safety requirements of the Eurasian Economic Union for the EAC approval of products and services. Only EAC certified or EAC declared products may be traded within the Eurasian Economic Union.

The Technical Regulations of the Eurasian Economic Union ensure the quality assurance of products within the Eurasian Economic Union. The EAEU is a customs union and economic union among Russia, Kazakhstan, Belarus, Kyrgyzstan, and Armenia. Uniform EAC conformity guidelines apply within the territories of the EAEU member states.
The abbreviation E-A-C certificate stands for the Eurasian EAC conformity certificate. An EAC certificate is a state confirmation of EAC conformity. Through EAC approval, the German or European manufacturer is assured that the EAC certified products meet the minimum safety requirements of the technical EAEU regulations.
Application of the EAEU Regulations
Through EAC certification, products are marked that meet the minimum safety requirements of the EAEU member states. Goods with confirmed EAC conformity can be exported throughout the customs territory of all EAEU member states.
In most cases, no national conformity confirmations, such as GOST certification or TR certification, are required.
With the establishment of the Eurasian Economic Union (EAEU states), the national standardization regulations and standardization regulations of the individual EAEU states have been replaced by the harmonized and uniform regulations of the EAEU states.
Products that are not subject to EAC certification continue to be approved according to the national standards of the individual EAEU member states.
Safety Requirements of the TR CU Guidelines
Currently, there are 52 Technical Regulations of the Eurasian Economic Union (EAEU states). Each Technical Regulation is intended for a specific product group and describes the safety requirements and methods of EAC conformity assessment.
The goal of the Technical Regulations is to ensure the safety of life and health of citizens, safety for property, environmental protection, protection of plants and animals, as well as prevention of misleading actions.
The designation of the CU/EAEU regulations is composed as follows:
- For example: TR CU/EAWU-XXX/XXXX
- TR stands for Technical Regulation
- CU stands for Customs Union
- EAEU stands for Eurasian Economic Union
- The first three digits are the number of the Technical Regulation
- The last four digits are the year of decision of the Technical Regulation
