EAC Certificate / Certification for Railways

The EAC certification for railways in the EAEU states has been conducted since August 2014 in accordance with the technical regulations of the Customs Union, TR CU 001/2011 (Safety of Rail Vehicles), TR CU 002/2011 (Safety of High-Speed Trains), and TR CU 003/2011 (Safety of Railway Infrastructures). The EAC certification for railways in the EAEU states has been conducted since August 2014 in accordance with the technical regulations of the Customs Union, TR CU 001/2011 (Safety of Rail Vehicles), TR CU 002/2011 (Safety of High-Speed Trains), and TR CU 003/2011 (Safety of Railway Infrastructures).

EAC Certificate for Railways in EAEU States

The EAC certification for railways in the EAEU states has been conducted since August 2014 in accordance with the technical regulations of the Customs Union, TR CU 001/2011 (Safety of Rail Vehicles), TR CU 002/2011 (Safety of High-Speed Trains), and TR CU 003/2011 (Safety of Railway Infrastructures). 

The EAC certification ensures compliance with the technical EAC standards of the Eurasian Economic Union (EAEU). The aim of the EAC approval is to protect the life and health of passengers, as well as to ensure the proper storage of transported goods. 

The EAC certification of rail vehicles and railway machinery and equipment is a mandatory EAC approval process.

The technical regulations TR CU 001/2011, TR CU 002/2011, and TR CU 003/2011 list all products that are subject to the corresponding EAC certification and EAC declaration. 

The use of goods in the railway sector in the EAEU member states without the appropriate EAC approval is not permitted. Penalties are provided for violations of the EAC certification obligation.

EAC Certification for Railway Products 

The EAC conformity assessment for railways is conducted by the EAEU authority for rail and railway transport (Rosszhelesdor). This is carried out by institutions accredited by Rosszhelesdor. The requirements of the technical regulations of the Customs Union are examined.

If the goods comply with the technical EAC standards of the Eurasian Economic Union, an EAC certificate or an EAC declaration is issued. An EAC approval is an official and state-recognized EAC conformity declaration for the EAEU states.

EAC Declaration for Railway Products 

In the EAC declaration for railway products, the manufacturer must present evidence and tests regarding compliance with EAC safety requirements and technical regulations, including operational documentation, to the EAC certification service provider.

Documents for EAC Certification of Railways 

For certification in the field of railway transport in the EAEU member states, accredited approval bodies from the federal agency for railway and rail transport supervision (Rosszhelesdor) are responsible. 

The bodies check during certification and declaration whether the goods comply with safety standards or not. If the tests are successfully passed, an EAC certificate or an EAC declaration for railway and rail transport is issued. 

For the EAC certification of rail and railway products, the following documents are generally required:

  • Test Protocols from the Testing Body
  • Production Audit Protocols

Proof of EAC conformity with the safety requirements of the EAEU states in the field of railway transport is a mandatory measure. The EAC approval is granted in the form of certification or declaration.

The EAC certification or EAC declaration of goods is carried out, depending on the type of product, through different testing procedures. Either individual products are sent to the testing body, or an on-site audit is necessary.

Approval Schemes for EAC Certification for Railways 

There are various approval schemes for conducting EAC certification and EAC declaration of machinery and equipment for railways in the EAEU states. 

Approval Schemes for EAC Certification of Railway Products:

1C: EAC certification for a limited quantity of railway goods. The EAC certificate is issued for 1 year. Here, up to 3 product samples are required for EAC approval for testing, and an audit of the production site is also needed. 

The EAC certification is based on test protocols, examination of operational documents, and results of the production audit. For the EAC certification scheme 1C, no annual inspection control is provided. 

2C: EAC certification for the series production of railway goods. The EAC certificate is issued for 1 year. Here, product samples are tested, and an EAC audit of the manufacturer's production is conducted. 

The EAC certification is based on test protocols, examination of operational documents, operational documentation, and results of the production site audit. For the EAC certification scheme 2C, no annual inspection control is provided. 

3C: EAC certification for the series production of railway goods. The EAC certificate is issued for 3 years. Here, product samples are tested, and an EAC audit of the production is conducted. 

The EAC certification is based on test protocols, examination of operational documents, operational documentation, and results of the production site audit. For the certification scheme 3C, an annual inspection control is provided. 

4C: EAC certification for the series production of railway goods. The EAC certificate is issued for 5 years. Here, samples are required, and an EAC audit of the production site is conducted. 

The EAC certification is based on product tests, operational documents, operational documentation, and results of the production audit. For the certification scheme 4C, an annual inspection control is provided. 

5C: EAC certification for the series production of railway goods. The EAC certificate is issued for 5 years. Here, samples are tested, and an EAC audit of the production site is conducted. 

The EAC certification is based on product tests, operational documents, and results of the production audit. For the certification scheme 5C, an annual inspection control is provided. 

6C: EAC certification for batch deliveries of railway goods. The EAC certificate is issued for a batch of railway products. Here, product samples are tested, and the quality management system is analyzed. 

The EAC certification is based on product tests and operational documents. For the EAC certification scheme 6C, no annual inspection control is provided. 

7C: EAC certification for individual deliveries of railway goods. The EAC certificate is issued for an individual delivery of railway products. Here, product samples are tested, and the quality management system of the company is analyzed. 

The EAC certification is based on product tests and operational documentation. For the EAC certification scheme 7C, no annual inspection control is provided. 

Approval Schemes for EAC Declaration of Railway Products:

1D: EAC declaration for the series production of railway goods. EAC declaration is issued for the series production of railway products. Here, product samples are tested, and the quality management system of the company is analyzed. 

The EAC declaration is based on product tests and operational documentation. The product tests can be conducted by the manufacturer. For the EAC declaration scheme 1D, no annual inspection control is provided. 

2D: EAC declaration for the series production of railway goods. EAC declaration is made for the series production of railway goods. Product samples are tested, and the quality management system is analyzed. 

The EAC approval is based on product tests and EAC operational documents. The product tests must be conducted by an accredited testing laboratory. For the EAC declaration scheme 2D, no annual inspection control is provided. 

3D: EAC declaration for the series production of railway goods. EAC declaration is issued for the series production of railway products. Here, samples are tested and the quality management system is analyzed. 

The EAC declaration is based on product tests and EAC documents. The product tests must be conducted by an accredited testing laboratory. For the scheme 3D, no annual inspection control is provided. 

4D: EAC declaration for the series production of railway goods. EAC declaration is issued for the series production of railway products. Here, product samples are tested, and the quality management system of the company is analyzed. 

The EAC declaration is based on product tests and operational documentation. The product tests must be conducted by an accredited testing laboratory. For the EAC declaration scheme 4D, no annual inspection control is provided. 

5D: EAC declaration for a limited number of railway goods. EAC declaration is issued for a limited number of railway products. Here, product samples are tested, and the quality management system of the company is analyzed. 

The EAC declaration is based on product tests and operational documentation. The product tests must be conducted by an accredited testing laboratory. For the EAC declaration scheme 5D, no annual inspection control is provided. 

For product tests according to the technical regulations of the Eurasian Economic Union, the accredited EAC testing bodies based in the EAEU states are responsible.

The accredited EAC testing bodies conduct mandatory and voluntary tests of railway products at their own responsibility. After conducting the necessary tests, corresponding reports are prepared and forwarded to the EAC certification service provider. Based on the corresponding reports and protocols, the EAC approval is granted. 

EAC Production Audit for Railway Products

In the EAC certification or EAC declaration of railway products in the states of the Eurasian Economic Union according to the technical regulations of the EAEU states, an audit of the manufacturer's production site is generally required. 

The production control is carried out in the form of scheduled and unscheduled inspections and audits of the manufacturer's production facilities. The examinations include the production conditions and the quality management system of the manufacturer. 

The EAC certification service provider analyzes and examines the production site and the operational documents of the manufacturer. The aim of the examination is to demonstrate EAC conformity. 

After successful examinations and analyses of the operational documents and the production of the manufacturer, a report on the condition of the production site and the railway goods is prepared. This report serves as the basis for issuing the EAC approval. 

The result of the EAC production audit is entered into the unified register of certified products after successful EAC conformity assessment. The EAC conformity certificates are valid for a maximum of 5 years from the date of registration in the unified register.

The conformity assessment of rail vehicles, machinery, and equipment for railways can only be applied for and conducted by an EAC service provider based in the EAEU member states. 

Validity of EAC Certification for Railway Products 

EAC certificates or EAC declarations for railways and rail infrastructure are issued for up to 5 years. After the successful certification process, all relevant information is entered into the unified register of the EAEU states. 

The manufacturer receives a digital extract from the unified register and a copy of the certificate or declaration via email. The digital version contains all necessary information for export processing. The original EAC approval is kept by the applicant in the EAEU states. 

The validity period of EAC certificates and/or EAC declarations for rail vehicles and railway machinery and equipment ranges from 1 to 5 years for series production. 

Contract Person for Railway Products

For the application and execution of the EAC declaration and EAC certification processes, an authorized representative of the manufacturer is required. The authorized representative must be based in one of the member states of the Customs Union. 

Representatives of the manufacturer or the manufacturer itself, without a company headquarters or branch in the Customs Union of the Eurasian Economic Union, have no legal basis for processing the EAC conformity confirmation of their production with the technical regulations of the Customs Union (TR CU).

To organize the norm and standard alignment, an authorized representative of the manufacturer from the territory of the Customs Union is provided. 

The authorized representative of the producer registers and carries out the processes of EAC approval of the technical standards within the Customs Union and represents the legal interests of the producers. This task can be performed by our EAEU branch.

EAC Marking of Railway Products 

Certified products are marked with an EAC marking of the EAEU states. Thus, EAC conformity with the technical standards of the Eurasian Economic Union is confirmed.

The EAC mark, registration number, date of issue, and validity of the certificate must be present on the product and its operating instructions. Additionally, information about the manufacturer, such as location and company name, must be indicated.

Rail vehicles, railway facilities, and railway machinery and their components must be labeled with a warning notice, and the operational documents must also be marked with the EAC marks. 

The EAC mark must be affixed to the goods and remain legible throughout the entire lifespan of the goods. The operating instructions and the EAC documentation must not only contain information about the EAC certification but also be marked accordingly with EAC. 

The railway goods must be labeled with the following information

  • EAC marking
  • Manufacturer information
  • Product information
  • Manufacturing date

Railway products without the appropriate EAC marking may not be used within the territory of the EAEU member states. 

Legal Status of EAC Certification

The basis for EAC certification and EAC declaration for railway products in the EAEU states are the technical regulations of the Eurasian Economic Union (Customs Union) TR CU 001/2011, TR CU 002/2011, and TR CU 003/2011. 

The EAC approval of railway goods is carried out in accordance with the following regulations:  

  1. TR CU 001/2011: Safety of Rail Vehicles
  2. TR CU 002/2011: Safety of High-Speed Trains
  3. TR CU 003/2011: Safety of Railway Infrastructures

Since August 2014, the 3 technical regulations for railway products have come into force. With the introduction of new regulations for railway products, a unified system for EAC approval of rail vehicles and railway machinery and equipment in the EAEU member states has been established. 

With the introduction of new technical regulations for railway products in the EAEU states, the national regulations for railway products have been terminated and ceased.

Duration and Costs of EAC Certification

The application and execution of EAC certification and EAC declaration processes for rail vehicles and railway machinery and equipment is a lengthy and costly EAC approval process. 

The costs of EAC certification and EAC declaration depend on several factors, such as the type of facility, machine, or equipment, and the complexity of the required laboratory tests.
