At the beginning of 2024, the adoption of amendments to the Law on Metrology (Federal Law No. 102-FZ) concerning the assurance of measurement uniformity dated June 26, 2008, is planned.
As of now, the draft law has been adopted by the State Parliament of Russia in the first reading on October 17, 2023. The certification of measuring instruments is carried out in the EAEU member states in accordance with national regulations.
The draft law provides for amendments aimed at improving the system for ensuring measurement uniformity in the following main areas:
1. Adjustment of the scope of state regulation to ensure uniformity
2. Clarification of terms for measurement uniformity
3. Modification of the organization of certification activities
4. Regulation of the use of reference standards and measuring instruments
5. Application in the area of state regulation of measurements of measuring instruments
6. Introduction of requirements for the use of standardized measurements
7. Delegation of powers to state scientific institutes
Furthermore, certain tasks and powers will be delegated to state scientific institutes to carry out specific work in the area of state regulation and state accreditation.
The implementation of amendments related to the establishment of the State Metrology Service of the Russian Federation will be carried out in accordance with the provisions of Federal Law No. 102-FZ of the Russian Federation.
The amendment of the levels of adoption of regulations that govern organizational issues of calibrating measuring instruments using calibration results will be adjusted accordingly, from the level of the Government of the Russian Federation to the level of federal bodies and authorities.
One of the key changes to the draft law is to establish requirements for measuring instruments and measuring devices that were approved before the enactment of the first law on ensuring measurement uniformity in Russia.
With the introduction of state regulation in this area, the use of only approved types of measuring instruments has been permitted. However, a large number of measuring devices manufactured before the enactment of the legislation remain outside these requirements. This is particularly evident in the gas and oil industry.
The planned amendments will ultimately help to legitimately modernize these industries without having to undergo additional procedures that could impose significant additional burdens on companies.
Another significant point of the amendments concerns the regulation of the use of standards and measuring instruments in the provision of services in the area of ensuring measurement uniformity outside of Russia, for example, in the EAEU states.
The draft law allows the use of measuring instruments owned by foreign organizations (of foreign manufacture), but only on the condition that the traceability of such instruments to Russian state primary standards is ensured.
