EAC Certificate for Attractions

The EAC certification for attractions and exhibitions is carried out in accordance with the TR EAEU Directive 038/2016 on the safety of attractions and exhibitions. EAC Certification for Attractions and Exhibitions 

The TR EAEU 038/2016 Directive is an official document for EAC approvals of attractions and exhibitions. The regulations of the TR EAEU 038/2016 Directive prescribe mandatory safety standards for mobile and stationary attractions and exhibitions in the EAEU member states. 

The primary objective of the TR EAEU 038/2016 Directive of the Eurasian Economic Union is to protect the citizens of the Eurasian Economic Union and their property. Another goal of the Directive is to prevent misleading actions towards consumers. 

The provisions of the TR EAEU 038/2016 Directive distinguish the following types of attractions and exhibitions

  1. Mobile installations: temporarily installed attractions and exhibitions
  2. Stationary installations: permanently installed attractions and exhibitions

The EAC conformity according to the TR EAEU 038/2016 Directive for attractions and exhibitions is assessed based on four risk classes

  1. Risk class RB/1 - High risk
  2. Risk class RB/2 - Medium risk
  3. Risk class RB/3 - Low risk
  4. Risk class RB/4 - Very low risk

The safety regulations of the TR EAEU 038/2016 Directive do not apply to attractions and exhibitions with lower risk classes (RB/4) and to attractions and exhibitions produced before the entry into force of the TR EAEU 038/2016 Directive. 

Playgrounds are subject to the EAC certification requirement according to the regulations of the TR EAEU 042/2017 Directive of the EAEU member states. Depending on the type of equipment or installation, either an EAC certificate or an EAC declaration is issued. EAC certification-requiring playground equipment in children's facilities includes: slides, swings, merry-go-rounds, zip lines, and similar items.

Process of EAC Approval for Attractions

As mentioned above, attractions and exhibitions are classified into four risk classes during the EAC certification or EAC declaration process.

The attractions and exhibitions are divided into 3 groups based on risk class:

  1. Group: Attractions and exhibitions with risk class RB/1, which are subject to EAC certification.
  2. Group: Attractions with risk classes RB/2 and RB/3, which are subject to EAC declaration.
  3. Group: Attractions and exhibitions with risk class RB/4, which are not subject to EAC certification requirements.

Attractions and exhibitions must undergo EAC approval (EAC certification or EAC declaration) according to the safety regulations of the TR EAEU 038/2016 Directive of the Eurasian Economic Union before exporting to the EAEU states. 

Only attractions and exhibitions that have been successfully certified or declared may be marked with the EAC sign and exported to the EAWU member states. The EAC approval of exhibitions and attractions is carried out in accordance with the regulations of the TR EAEU Directive 038/2016 and can be achieved through EAC certification or EAC declaration. 

Devices and installations with a high risk class are subject to mandatory certification according to the regulations of TR EAEU 038/2016 on the safety of attractions and exhibitions; these products must be certified.

Devices and installations with medium and lower risk classes are subject to mandatory declaration according to the regulations of TR EAEU 038/2016 on the safety of attractions and exhibitions; these goods must be declared.

In principle, the process of EAC approval for exhibitions and attractions includes the following steps:

  1. Manufacturer submits an application for EAC certification
  2. Service provider checks the goods for EAC conformity
  3. Service provider makes the EAC certification decision
  4. Issuance of an EAC certificate or an EAC declaration
  5. EAC approval is entered into the EAEU online register

The monitoring of certified or declared goods is carried out by the certification service provider. For certain product groups, annual inspection controls are required according to TR CU directives. 

The EAC certification or EAC declaration of attractions and exhibitions is conducted by accredited certification service providers.

EAC Marking of Exhibitions and Attractions 

The EAC certified or EAC declared products according to the regulations of the TR EAEU 038/2016 Directive must be marked with the EAC marking. 

The EAC marking may only occur if the products meet the safety requirements of the TR ZU/EAEU directives of the Eurasian Economic Union. 

The EAC conformity mark must be affixed to each product unit of the attraction, on all accompanying documents, and on all labels in a visible and legible manner. The EAC marking must remain on the product throughout its entire usage period.

Costs of EAC Approval for Attractions 

The costs of EAC certification or EAC declaration consist of several influencing factors. The following aspects are relevant for the cost composition of EAC certification for exhibitions and attractions:

  • Regulations of TR CU/EAEU directives
  • Number of required mandatory tests
  • Required accompanying documents
  • Required source documents
  • Type of production of goods
  • Product design
  • Composition

The TR ZU/EAEU directives of the Eurasian Economic Union present the EAC certification schemes and the EAC declaration schemes for conducting EAC conformity assessments for the export of goods to the EAEU states.   

EAC Accompanying Documents for Attractions

The EAC operational documents must be available in at least one official language of a member state of the Eurasian Economic Union. Typically, the operational documents are prepared in Russian, as Russian is the most widely spoken language in the Eurasian Economic Union (EAEU).

  • Safety assessment
  • Operating manual
  • Assembly instructions
  • Technical passport
  • Data sheets
  • Test reports

Validity and Duration of EAC Approvals

The acquisition of EAC certificates and EAC declarations for attractions and exhibitions occurs either on a contractual basis or in series. For contractual deliveries, batch certification is performed. For series deliveries, certification for the series production of goods is conducted.
