EAC Certification for Armenia

The Republic of Armenia has been a member state of the Eurasian Economic Union since October 2014. Through its membership in the Eurasian Economic Union, Armenia is subject to the same uniform EAC certification standards as all other member states of the EAEU.

The Technical Regulations (TR CU) of the Eurasian Economic Union (EAEU) establish uniform safety standards in the countries of the Eurasian Customs Union.

German and European manufacturers must present the corresponding EAC approval for sales activities in the EAEU member states. The introduction of goods without the corresponding EAC certification is not possible.

EAC Certificate for Armenia and EAEU States

An EAC certificate is a state confirmation of EAC conformity for export to the EAEU member states. Through EAC certification, German or European manufacturers are assured that their certified products comply with the requirements of the TR CU regulations of the Eurasian Economic Union (EAEU states).

The certified or declared products may be exported without restriction to all EAEU states (Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan). The TR CU certification is equally valid in all EAEU states and is regulated by the regulations of the EAEU Economic Commission.

The EAC certification is registered in the unified certification register by an EAC certification body accredited in the member states of the Eurasian Economic Union (EAEU). The abbreviation EAC stands for: Euro-Asian-Conformity.

EAC Certification for Product Groups

The Eurasian Economic Union is a trade and economic union between Armenia, Russia, Kazakhstan, Belarus, and Kyrgyzstan. The same customs tariff regulations, trade regulations, and technical regulations apply in the EAEU states.

Goods whose EAC conformity with the safety requirements of TR CU regulations has been confirmed can be sold throughout the customs territory of the EAEU states. Normally, no national approvals, such as GOST certification, are required.

The EAC certification or EAC declaration is carried out in accordance with the technical regulations of the EAEU member states for various product groups.

The EAC certification is conducted by accredited certification bodies in the EAEU states in accordance with the provisions of TR CU/EAEU guidelines.

Application of EAC Certification

An EAC certification is mandatory for all product groups listed in the unified enumeration of goods requiring approval according to the decision of the EAEU Commission N620. For product groups not included in this enumeration, national approval regulations apply for export to the EAEU states.

The Eurasian Economic Commission was established on February 2, 2012, in Moscow and serves as the permanent supervisory authority of the Eurasian Economic Union. The Eurasian Economic Commission manages the regulatory policy among the individual EAEU members in the area of mandatory and voluntary EAC certification and EAC declaration.

Content of an EAC Certificate

An EAC certificate from the EAEU states contains the following information:

  • Information about the manufacturer and the importer
  • Information about the certification body
  • Applicable Technical Regulations
  • Information about the testing laboratory
  • Information about the product
  • Registration number
  • Validity period
  • Customs tariff number

The EAC conformity certificates from the EAEU states have the same legal effect in all member states of the Eurasian Economic Union. Issued certificates and declarations are registered in a unified register of the EAEU states.

EAC Declaration for Armenia

An EAC declaration is a confirmation of EAC conformity, through which the EAC declaration of products according to the safety requirements of the Technical Regulations of the EAEU states enables the export of goods to Russia and the Eurasian Economic Union.

For a German or European exporter, the declaration of goods means that they can export their products without difficulty to Russia and all member states of the Eurasian Economic Union. No further approvals are required.

An EAC declaration is prepared by an EAC certification body based in the EAEU member states and is registered in the unified register of the EAEU states. The EAC registration in the unified register of the EAEU states is a mandatory measure for the marketing of goods.

The EAC certification or EAC declaration is based on the analysis of technical documents by accredited service providers.

Contract Person for EAC Certification

According to the regulations of the Eurasian Economic Union, it is required that the manufacturer has a business presence in the EAEU economic area in order to submit an application for EAC approval of goods.

Thus, a representative of the manufacturer is needed for the application and execution of EAC approval processes in the EAEU states. The authorized representative must have a business presence in one of the EAEU member states.

In such situations, a trading partner of the manufacturer from the EAEU states usually acts as the applicant. It must be considered that subsequently only this distribution partner receives the exclusive distribution rights for the entire certification period and must issue and confirm a power of attorney for all other trading partners for distribution activities. Thus, the manufacturer becomes dependent on the distribution partner.

Costs and Duration of EAC Certification

The EAC certification is often perceived as a mere formality. However, it is a complex approval process that depends on many influencing factors.

Obtaining an EAC certification can take several weeks. The exact certification conditions are always established for the EAC certification project.

EAC Marking for EAEU States

For all groups of goods requiring certification, there is an EAC marking obligation according to the regulations of the EAEU member states. Thus, certified products must be marked with the EAC conformity mark. The EAC marking demonstrates EAC conformity with the safety requirements of the Technical Regulations of the EAEU states.

The requirements for EAC conformity marking according to the Technical Guidelines of the EAEU states are established by the decision of the EAEU Commission of the Eurasian Economic Union N711.

The EAC marking of goods subject to mandatory EAC certification according to the EAC standards of the Eurasian Economic Union is a prerequisite for access to the EAC market. The marketing of goods without EAC marking is punishable and is prosecuted in the EAEU states.

An EAC marking must contain the following information:

  • Product name
  • Date of manufacture
  • Country of origin
  • Trademark
  • EAC marking
  • Headquarters of the manufacturer
  • Legal warranty obligations
  • Chemical composition

Validity and Legal Status of EAC Certification

The issuance of an EAC certification occurs either contract-related (partial delivery) or in series (serial production). For contract-related deliveries, a one-time EAC approval is conducted. For serial deliveries, an EAC approval for serial production is conducted. The EAC certification or EAC declaration for serial production can be issued for 1 to 5 years.

With the introduction of TR CU certification, the national standardization systems of individual EAEU states have been fundamentally reformed, and at the same time, the regulations for approvals of all product groups in all EAEU member states have been harmonized.

Through the harmonization of national safety standards, previous national regulations such as GOST certification have lost significance and have been permanently replaced by the new Technical Regulations of the EAEU states.
