A list of energy-consuming devices and installations subject to EAC declaration or EAC certification has been published. The energy-consuming devices and installations included in the list must obtain an EAC Approval before export to Russia and EAEU States.
The Eurasian Economic Commission has approved a list of products that must be certified or declared when exported to Russia and EAEU States in accordance with the regulations of TR EEU 048/2019 – Safety and Energy Efficiency of Electrical Devices and Installations.
According to the decision of the EAEU Commission No. 23, adopted on February 8, 2022, and effective from March 13, 2022, several product groups are approved under the regulations of TR EEU 048/2019 – Safety and Energy Efficiency of Energy-Saving Devices.
The published list includes 18 items. Of these, 14 items are approved through EAC declaration and 4 items through EAC certification.

For each item requiring approval, the corresponding customs tariff number of the EAEU States is assigned.
In certain cases, an EAC Declaration for energy-consuming devices can be replaced by an EAC Certificate; specific customs regulations apply, particularly when submitting a customs declaration for imported products.
Furthermore, the regulations of the union's technical regulation on energy efficiency of energy-consuming devices should be observed.
The EAC Marking according to TR EAEU 048/2019 is carried out in accordance with the safety requirements of the technical regulations of the EAEU member states.
The devices and installations approved according to the requirements of TR EAEU 048/2019 will be marked with an EAC marking. The EAC marking confirms that the products meet the requirements of the technical regulations of the EAEU States.
The duration and costs of EAC Approval according to the requirements of the technical regulation TR EAEU 048/2019 depend on several factors: product characteristics, the number of necessary tests, and the complexity of the tests.
The EAC certification processes or EAC declaration processes are planned and conducted individually and product-specific. The EAC certification or EAC declaration may take several weeks.
An authorized representation is required for the approval processes in the EAEU States. The manufacturer's representative certifies the goods on behalf of the foreign manufacturer. The authorized representation represents the interests of the manufacturer in the EAEU States.
The basis for EAC certification and EAC declaration is established by Decision No. 319 - technical regulations in the EAEU States and Decision No. 620 - uniform standardization in the EAEU member states.
