EAC Certification for Various Product Groups:
An EAC approval is mandatory for all product groups listed in the unified list of products and goods subject to approval according to the decision of the EAEU Commission No. 620. For product groups not included in this list, national approval regulations apply when importing into the EAEU states.

According to the regulations of the EAEU states, the manufacturer must have a business presence in the EAEU economic area to apply for EAC approval. Thus, a representative of the manufacturer is required for the execution of EAC approvals in the EAEU member states.
Often, a distribution partner from the EAEU states acts as the representative of the manufacturer. It must be considered that for the entire EAC approval period, only this distributor receives the exclusive distribution rights for the entire approval period and must issue a power of attorney to all other distribution partners for sales activities.
In such situations, the manufacturer becomes dependent on the individual distribution partners who acted as authorized representatives of the manufacturer during the EAC approval. For the EAC certification of certain product groups, a mandatory production audit is required according to the Technical Regulations (TR CU/EAEU). An audit is usually required for EAC approval for serial production after one year.
An audit is conducted by an accredited certification body at the manufacturer's production site. Production processes and conditions are checked for EAC conformity. Based on the analytical results of the audit, the quality of goods and products is assessed. The conduct of an audit is carried out according to the regulations GOST-R-54293-2010 - Production audit for EAC certification.
Depending on the product group and Technical Regulations, the respective products and goods are subject to annual inspection control. For some product groups, a document review is provided as an annual inspection control, while for other product groups, an annual audit is required as inspection control.
For certain product groups, the Technical Regulations require regular monitoring of the quality of goods. It must be checked whether the product is properly marked and whether the product continues to meet the requirements of the Technical Regulations.
The annual inspection control is a systematic conformity assessment and forms the basis for maintaining the EAC certification of products and goods. The inspection control is mandatory for EAC certification for serial production after one year. There is no external monitoring obligation for EAC declaration.

The EAC certification can be contract-based (partial delivery) or serial (mass production). For contract-based deliveries, a one-time EAC approval is issued. For serial deliveries, an EAC approval for mass production is issued.
With the introduction of the EAC system in the EAEU member states, the approval system of the individual EAEU states has been fundamentally reformed, and the approval processes for all product groups in all EAEU member states have been harmonized.
Through the harmonization of national certification systems, previous national regulations such as GOST certification have lost significance and have been replaced by the new Technical Regulations of the EAEU states.
