EAC Certification for EAEU Countries

EAC certification is an official proof of EAC conformity. Through EAC certification, the manufacturer is assured that their products comply with the safety requirements of the Technical Regulations (TR CU/EAEU) of the Eurasian Economic Union. 

The certification is carried out by an accredited service provider. The certification is conducted according to the TR CU/EAEU regulations. TR CU regulations prescribe specific conformity assessments for most product groups.

Machines and Equipment 

The EAC certification for machines and equipment is carried out according to the TR CU/EAEU directives. Conformity is confirmed with an EAC certificate or an EAC declaration. 

The technical regulations define uniform safety requirements for machines and equipment and their components within the Eurasian Economic Union. The regulations contain safety specifications regarding the production and design of machines. 

The following regulations are relevant for EAC certification of machines and equipment

  • 011/2011 TR CU - Certification for elevators
  • 026/2012 TR CU - Certification for small vessels

The approval for machines and equipment can be obtained through certification or declaration procedures. According to the technical regulation TR CU 010/2011, a machine is defined as an assembly of individual components intended for a specific application.

Certification processes are carried out by certification service providers. Certification processes are conducted on the basis of technical documentation and tests.

Shoes, Clothing and Textiles 

An EAC certificate for clothing and footwear confirms that the manufacturer's products comply with the safety requirements of the TR CU regulations. Compliance is confirmed with either an EAC certificate or an EAC declaration.

The following regulations are relevant for certification of clothing

  • 007/2011 TR CU - EAC certification of products for children
  • 017/2011 TR CU - EAC certification for clothing and footwear
  • 019/2011 TR CU - EAC certification for personal protective equipment

In clothing certification, differentiation is made according to three layers, depending on their use:

  1. Layer: direct contact with the skin, e.g. bedding, underwear or swimwear
  2. Layer: limited contact with the skin, e.g. dresses, shirts or trousers
  3. Layer: clothing worn above the 2nd layer, e.g. jackets

Products of the light industry must be approved in accordance with the TR CU/EAEU regulations of the EAEU member states prior to their import into the customs territory of the Eurasian Economic Union. 

Depending on the type of product, EAC certification, EAC declaration or State Registration (SGR) is required for the EAC approval of clothing and footwear. 

Perfume and Cosmetics

The EAC certification for cosmetics, personal care products, and perfumes is carried out according to the Technical Regulation TR CU 009/2011 on the safety of cosmetics, perfumes, and personal care products.

The regulation TR CU 009/2011 includes the limit values for the physical and chemical composition of cosmetic products, toxicological and microbiological measurements of personal care products, as well as provisions for EAC labeling and packaging of cosmetic products.

For the approval of perfumes and cosmetics, the following methods are provided:

  • EAC declaration
  • State registration

The approval of perfumes and cosmetics applies to the following products:

  • Cosmetics, makeup, and perfumes
  • Shampoo, conditioner, hair spray
  • Lipsticks, nail polish, and mascara
  • Shower gel, bath additives, and body lotion
  • Creams, masks, peeling products, and deodorants

Radio and Electrical Engineering

The EAC certification for electrical devices and radio technology is carried out according to the safety requirements of the Technical Regulations for electrical devices and equipment. 

The TR CU regulations of the Eurasian Economic Union define minimum safety requirements for electrical devices and equipment intended for use within the territory of the Eurasian Economic Union.

Certification for electrical engineering is carried out according to the following directives

  • 004/2011 TR CU - Certification for low-voltage equipment
  • 037/2016 TR EAEU - Certification for hazardous substances
  • 020/2011 TR CU - Electromagnetic compatibility
  • 018/2011 TR CU - Certification for wheeled vehicles

All electrical devices must be certified before export. Confirmation of conformity with the safety requirements of the Technical Regulations is carried out according to the EAC standards of the EAEU member states. Conformity assessment is carried out in the form of certification or declaration.

  • Fans, hair dryers and wiring
  • Massage devices and fitness equipment

  • Cash registers and apparatuses
  • Telecommunication equipment
  • Slot machines and cash machines
  • Lighting equipment, radios and CD players
  • Video cameras, TVs and video recorders
  • Electronic data processing machines and devices, as well as their built-in components
  • Cables, extension cords and other wiring
  • Electrical tools and instruments

The certification is performed based on technical operational documentation.

Furniture and home accessories 

The EAC approval for furniture is carried out according to the Technical Regulation TR CU 025/2012. After confirmation of conformity, the manufacturer receives an EAC Declaration for furniture, which is equally valid in Russia, Armenia, Kazakhstan, Belarus, and Kyrgyzstan.

The Technical Regulation TR CU 025/2012 defines safety requirements for furniture and home accessories. The aim of the Technical Regulation TR CU 025/2012 is to protect the life and health of citizens in the EAEU member states. 

Some furniture items may also require conformity assessment according to other Technical Regulations besides TR CU 025/2012; certain furniture items require additional proof. This is particularly true for children's furniture or household appliances. 

In certain cases, the requirements from other TR CU regulations must be observed. For example, if furniture includes electronic components with alternating current voltage between 50 volts and 1,000 volts, or direct current voltage between 75 volts and 1,500 volts, then this furniture item falls under TR CU 025/2012, TR CU 004/2011, and TR CU 020/2011.

Food and Beverages

An EAC Certificate for food products confirms that the goods comply with the TR CU regulations. Compliance is confirmed by an EAC Certificate or an EAC Declaration.

The EAC Certificate is an official confirmation by the EAEU states that the goods comply with EAC standards. The EAC certification of food products is carried out according to the regulations and requirements of the TR CU/EAEU guidelines.

Certification is conducted according to the following regulations:

  • 015/2011 TR CU - Certification for grain
  • 021/2011 TR CU - Certification for food products

  • 024/2011 TR CU - Certification for oil and fat products
  • 027/2012 TR CU - Certification for specialized food products

  • 034/2013 TR CU - Certification for meat and meat products
  • 040/2017 TR EAEU - Certification for fish and fish products

The prescribed limits for food products and beverages are included in the respective annexes to the Technical Regulations. Compliance with the safety requirements of the Technical Regulations is a prerequisite for export to the EAEU states.

Vehicles and Automotive Parts

An EAC certificate for vehicles and automotive parts is a mandatory approval document. The EAC certification for wheeled vehicles and automotive parts is conducted in accordance with the legal requirements of the Technical Regulations of the Eurasian Economic Union. 

The Technical Regulation TR CU 018/2011 of the EAEU member states defines uniform requirements regarding the safety of motor vehicles and automotive parts in the Eurasian Economic Union. Several forms of EAC conformity assessment are possible. 

The form of approval is determined by the accredited certification provider based on technical regulations. For the certification of motor vehicles and automotive parts, the following EAC conformity assessment procedures are provided:

  • Individual vehicle approval

The Technical Regulations of the EAEU states contain safety provisions regarding the manufacturing, commissioning, transportation, and disposal of motor vehicles and automotive parts. The aim of the TR CU directives is to protect life, property, and health within the EAEU states.

Certification for automotive parts and vehicles is a mandatory measure and is considered a prerequisite for export to the EAEU states. Production, import, and sale of automotive spare parts without appropriate approval is not possible.

Packaging and Materials 

The EAC approval for packaging is conducted in the form of an EAC declaration in accordance with the technical regulations and safety requirements of the Technical Regulation TR CU 005/2011. An EAC certificate for packaging is a mandatory approval document. 

The Technical Regulation TR CU 005/2011 - Safety of packaging and materials in the Eurasian Economic Union (EAEU states) defines uniform requirements for packaging and packaging materials in the EAEU member states. 

Furthermore, the Technical Regulation TR CU 005/2011 mandates the EAC marking for packaging and packaging materials. Compliance with the requirements of the regulation TR CU 005/2011 is a prerequisite for accessing the EAC market.
