EAC Requirements for Agricultural Engineering

The updated list will come into effect on October 6, 2023. It replaces the previous list approved by the decision of the Eurasian Economic Commission No. 30 dated April 12, 2016.

EAC Certification for Agricultural Machinery 

On September 6, 2023, the decision of the Board of the Eurasian Economic Commission of the EAEU states No. 136 dated September 5, 2023 was officially published, which established a new list of products that are subject to mandatory EAC certification in accordance with the requirements of the Technical Regulation of the Eurasian Economic Union TR EAEU 031/2012 - Safety of Agricultural Tractors, Forestry Tractors, and Trailers for these Tractors, and must be certified before import into the EAEU states.

The new version of the list initially clarified the new customs tariff numbers that are subject to EAC approval in accordance with TR EAEU 031/2012. 

This concerns, for example, components of tractors and trailers: For retro-reflective devices, the customs tariff number 870829900 has been replaced by the new version 8708299009, and for acoustic warning devices, the customs tariff number 851230100 has been updated to 8512301009…

EAC Approval for Components

Additionally, the nomenclature has been expanded to include a new group of components for tractors and trailers - equipment for supplying the engine with liquefied gas, which includes:

• Level indicators
• Safety valves
• Check valves
• Pressure limiters
• Gas mixers
• Gas pipelines
• Vaporizers
• Pressure regulators
• Tank blocks
• Hoses
• Conveyors
• Injectors

Furthermore, the list of components for tractors and trailers to which the requirements of the Technical Regulation of the Eurasian Economic Union TR EAEU 031/2012 apply has been updated. 

On September 27, 2023, the official publication of the decision of the Council of the Eurasian Economic Commission of the EAEU states No. 93 dated August 29, 2023 was carried out.

By the decision of the Council of the Eurasian Economic Commission, the amendments to the Technical Regulation TR EAEU 031/2012 - Safety of Agricultural and Forestry Tractors and Trailers for these Tractors were approved.

The amendments to TR EAEU 031/2012 defined a list of components for tractors and trailers to which the requirements of the Technical Regulation of the Eurasian Economic Union 031/2012 apply. 

The list of components for tractors and trailers remained unchanged, but additional clarifications regarding certain positions were introduced. These clarifications relate to the permissibility of application.

The application can be used for the following product groups:

• Reversing lights
• Fog tail lights
• Marker lights
• High beam headlights
• Fog lights
• Brake lights
• Lighting
• Position lights
• Turn signals

Form of Conformity Assessment

The conformity assessment procedures have not changed. Before products are placed on the market of the Eurasian Economic Union, it remains necessary to conduct EAC certification in accordance with the Technical Regulation TR EAEU 031/2012 of the Eurasian Economic Union.
