The Technical Regulation TR EAEU 048/2019 - Safety and Energy Efficiency of Electrical Appliances sets the requirements for the safety and energy efficiency of energy-consuming devices, equipment, and installations. The Technical Regulation TR EAEU 048/2019 was adopted on August 8, 2019, and came into force on September 1, 2021.
The aim of the regulations of the Technical Regulation TR EAEU 048/2019 is to ensure energy efficiency and resource conservation in the member states of the Eurasian Economic Union (EAEU states).
The Technical Regulation TR EAEU 048/2019 has certain similarities with the European directives on energy efficiency and resource conservation 2010/30/EU and 2012/27/EU. This ensures facilitation in EAC certification and EAC declaration.
The Technical Regulation TR EAEU 048/2019 is applied for EAC certification and EAC declaration of energy-consuming devices.

The EAC approval of electrical appliances is carried out according to the following Technical Regulations:
Only with an EAC certificate or an EAC declaration can energy-consuming devices and equipment be placed on the EAC market and sold. EAC conformity is confirmed through EAC certification or EAC declaration.
EAC Certification of Electrical Appliances: The EAC certification according to the provisions of the Technical Regulation TR EAEU 048/2019 applies to power supplies, ballasts, lighting fixtures, LED lamps, and household appliances, etc. EAC certification for electrical appliances according to TR EAEU 048/2019 is carried out in accordance with the EAC certification schemes of the Technical Regulation TR EAEU 048/2019.
For the EAC certification of series production of electrical appliances, scheme 1C is applied; for the EAC certification of individual deliveries of electrical appliances, schemes 3C and 4C are used.
EAC Declaration of Electrical Appliances: The EAC declaration according to the provisions of the Technical Regulation TR EAEU 048/2019 applies to pumps, fans, and electric motors, etc. The EAC declaration for electrical appliances according to TR EAEU 048/2019 is carried out in accordance with the EAC declaration schemes of the Technical Regulation TR EAEU 048/2019.
For the EAC declaration of series production of electrical appliances, schemes 1D, 3D, and 6D are applied; for the EAC declaration of individual deliveries of electrical appliances, schemes 2D and 4D are applied.
The EAC conformity confirmation and the registration of the EAC approval in the unified register of the EAEU member states is carried out by certification service providers accredited by Rosskreditazia (Russian accreditation body) and based in the EAEU states.
For the EAC certification or EAC declaration of electrical appliances, the following accompanying documents are required according to the Technical Regulation TR EAEU 048/2019:
The EAC documentation is usually prepared in Russian. It is also possible to prepare the EAC accompanying documents in the official languages of the EAEU member states. The EAC accompanying documents must contain information on the functional properties and characteristics of the equipment concerning the energy efficiency of the device.
The EAC marking of electrical appliances is carried out according to the safety requirements of the Technical Regulation TR EAEU 048/2019 regarding the energy efficiency of energy-consuming devices, installations, and equipment.
The devices, installations, and equipment that are EAC certified or declared according to the safety requirements of the Technical Regulation TR EAEU 048/2019 may be marked with the EAC sign of the Eurasian Economic Union.
The energy efficiency class of electrical appliances is represented by the regulations of the Technical Regulation TR EAEU 048/2019 (Annexes 2-19). The EAC marking confirms the EAC conformity of goods with the provisions of the Technical Regulations of the EAEU states.
The duration and costs of EAC certification or EAC declaration according to the provisions of the Technical Regulation TR EAEU 048/2019 depend on several factors: characteristics of the products, type and number of examinations and required test reports, as well as the complexity of the examinations.
The EAC approval processes are planned and carried out individually. EAC certification can take several weeks.
For the EAC approval processes, an authorized representative in the EAEU states is required according to EAEU regulations. The authorized representative of the manufacturer registers the EAC approval in the name of the manufacturer.
This allows the manufacturer a high degree of flexibility and independence from individual distributors. The authorized representative represents the legal interests of the manufacturer in the EAEU member states.
Our Russian branch can act as an applicant and authorized representative for German and European manufacturers. This provides the manufacturer with representation in the EAEU states and allows them to conduct their sales activities in the EAEU states.
The basis of EAC certification is defined by Decision N319 of the EAEU Commission on technical regulation in the EAEU states and Decision N620 of the EAEU Commission on the unified EAC standardization within the Eurasian Customs Union.
The EAC approval processes are carried out in all EAEU member states according to the same principle. The legal basis for the EAC approval processes is Regulation N896 on the unified form for the preparation of EAC documents in the EAEU states.
