GOST / EAC Certificate for High Voltage Equipment

GOST / EAC Certification of High Voltage Equipment

The EAC certification of high voltage equipment in the Eurasian Economic Union is a procedure for assessing the quality of electrical high voltage devices, equipment, and materials, evaluating their compliance with established EAEU standards. 

The EAEU Free Trade Zone consists of Russia, Kazakhstan, Belarus, Kyrgyzstan, and Armenia.

Approval of electrical high voltage equipment for export to Russia and the states of the Eurasian Economic Union will be provisionally conducted until 2024 under the GOST certification of the individual states. 

Starting in 2024, a new Technical Regulation of the EAEU will come into effect, which describes the safety of electrical high voltage devices under the EAC certification.

Draft of the EAC Directive on High Voltage Equipment

An EAC certification of high voltage equipment will be based on Draft No. 105 dated July 27, 2021, TR EAEU - On the Safety of High Voltage Equipment, submitted by the Eurasian Economic Commission for final approval, and will provisionally come into effect starting in 2024. 

The project of the Technical Regulation TR EAEU - On the Safety of High Voltage Equipment includes the establishment of requirements for high voltage equipment, including the procedure for EAC conformity assessment.

The Technical Regulation TR EAEU - On the Safety of High Voltage Equipment applies to all electrical devices with a rated voltage of over 1000 V AC (alternating current) and 1500 V DC (direct current), intended for the generation, conversion, and distribution of electricity or for use in the transmission of electrical energy.

TR EAEU - On the Safety of High Voltage Equipment applies to:

  • Electrical reactors
  • Complete switchgear
  • Complete transformer stations
  • Complete substations
  • High voltage resistors
  • Surge protective devices
  • Rotating electrical machines
  • Non-linear surge protective devices
  • Switchgear including load break switches
  • Disconnectors, grounding switches, and short-circuit switches with drives
  • Cables, cable accessories, insulated power wires, and cable sets
  • Voltage, current, and power transformers
  • Semiconductor power converters
  • Electrical choke coils
  • High-frequency surge arresters
  • Protective conductors
  • Capacitors
  • Surge protectors
  • Fuses
  • Insulators

EAC Certification Procedure for High Voltage Equipment

The draft of the new directive TR EAEU - On the Safety of High Voltage Equipment generally includes a mandatory conformity assessment in the form of an EAC declaration.

  1. An EAC conformity assessment is carried out by complying with the following measures:
  2. The applicant submits a set of technical documents
  3. EAC experts analyze the product and select the assessment scheme
  4. The parties conclude a cooperation agreement
  5. Possibly conducting the production audits
  6. Product samples are taken from the manufacturer
  7. The product samples are sent for laboratory examination
  8. In the case of a positive examination result, an EAC declaration or an EAC certificate is registered

There are four EAC certification schemes for high voltage equipment:

  1. 3D – For series production with production control and testing by the manufacturer
  2. 4D – For individual production with production control and testing in an accredited laboratory
  3. 5D – For series production in hazardous production facilities
  4. 6D – For series production with additional QMS certification

At the request of the applicant, a conformity declaration can also be replaced by an EAC certificate with a 1C, 3C, or 4C certification scheme.

GOST R Certification of High Voltage Equipment

Before the Technical Regulation TR EAEU - On the Safety of High Voltage Equipment comes into effect, the national regulations and provisions apply in the member states of the EAEU. 

In Russia, high voltage devices are subject to GOST R certification according to Government Order No. 982 dated December 1, 2009, in the form of a GOST R declaration.

The following product groups are declared according to GOST R:

  • Arresters and limiters for electric rail vehicles
  • High voltage protective devices for rail vehicles
  • Electrical machines for traction equipment
  • Electropneumatic relays and connections
  • Electromagnetic relays and overload relays
  • Electromagnetic starters
  • Electrical welding machines
  • Electrical installations

The detailed list of products declared according to GOST R standards can be obtained from AC Inorms specialists. The GOST R declaration is issued for a period of no more than three years and is valid throughout Russia.

Costs of Certification of High Voltage Equipment

The duration of a GOST / EAC conformity assessment and the associated costs depend on the following factors:

  • Type of certification (EAC certificate, EAC declaration, SGR registration)
  • Number of components and complexity of the product parts
  • Safety and harmfulness to humans and the environment
  • Series delivery or single delivery
  • Number of mandatory examinations
  • Type of product or product group

Only after the submission of the required documents and a precise assessment of the effort can the costs and duration of the GOST / EAC certification or GOST / EAC declaration be clarified. Necessary examinations such as inspections or audits may additionally increase the costs.
