Safety of Children's Toys

EAC Conformity Assessment Schemes for Toys

The main changes concern the permissible EAC conformity assessment schemes for toys. The form of the EAC conformity certificate itself remains unchanged, and toys continue to be subject only to EAC certification. 

However, EAC certification for children's toys will only be conducted according to one of the two schemes: 1C or 3C. Currently, EAC certification can also be conducted according to scheme 2C. Scheme 1C is applied for the EAC certification of toy series. It requires mandatory testing of representative samples in an accredited testing laboratory and an analysis of the production condition. 

Scheme 2C is also selected when a toy series is certified; however, instead of an analysis of the production condition, the presence of a certified management system is stipulated. 

Scheme 3C is suitable for the EAC certification of toy batches and includes testing a sample of items in an accredited laboratory. Market participants have been granted a period of six months to prepare for the changes. The new version of TR CU 008/2011 will come into effect on July 27, 2024.

Legal Status of EAC Certification for Children's Products

In principle, EAC approval for children's goods is carried out in accordance with the Technical Regulation TR CU 007/2011 - Safety of Products for Children and Adolescents. Decision N319 of the EEC regarding EAC approvals in the EAEU member states and Decision N620 of the EEC regarding uniform EAC standardization in the EAEU member states also play an important role. 

The certification processes can be conducted equally in all EAEU states. The formal requirements for the preparation of EAC approvals are regulated by Regulation N896 and serve as the legal basis for EAC standardization in the EAEU states. 

Authorized Contract Person for EAC Certification

The regulations of the EAEU states require that only companies with their registered office in EAEU member states may carry out EAC approvals. Thus, an authorized contract person of the manufacturer is required for the application and execution of EAC certification or EAC declaration. This service is referred to as application submission.

The costs and duration of the EAC certification for children's goods, children's clothing, and children's shoes consist of several factors:

  • Type of delivery
  • Type of approval
  • Quantity and complexity of tests
  • Number of components and parts
  • Composition of the product

The EAC approval may take several weeks. The exact costs and duration of EAC certification for children's products for export to the EAEU states will be determined individually based on project requirements.
