The issuance of the SBKTS is required for the legal operation, import, preregistration, and sale of the vehicle within the territory of the Eurasian Economic Union.

An SBKTS (СБКТС) is conducted in accordance with the requirements of Technical Regulation TR CU 018/2011 – on the safety of wheeled vehicles and transport means. The SBKTS (СБКТС) document is issued on a special form.

Application for the SBKTS (СБКТС) Document 

The SBKTS (СБКТС) must be applied for the following vehicle categories:

  • Passenger cars of categories M1-M3 (e.g., buses).
  • Passenger cars, including factory-modified vehicles.
  • Motorized two-wheelers of category L.
  • Commercial vehicles of categories N1-N3.
  • Trailers of category O.

The SBKTS (СБКТС) is not required for vehicles that are used temporarily (up to 6 months), retro vehicles, sports equipment, as well as vehicles for consular staff, diplomats, and refugees.

Difference between SBKTS Document and EAC Certificate

The SBKTS (СБКТС) document must be applied for by legal or natural persons for imported vehicles that have already been in use, or for individual imported vehicles. EAC certificates, on the other hand, are issued for products listed in the relevant lists of products subject to certification.

The SBKTS (СБКТС) documents are presented to customs authorities upon the import of vehicles into the economic territory of the EAEU states, which are subject to the technical regulations of the EAEU states.

EAC Certificate:

  • Special form with watermark and serial number
  • Information about the applicant, the manufacturer, and the GOST standard
  • Designation, customs tariff number, and the technical regulation of the product
  • Information about the product testing by a certification body
  • Certification by the seal and signature of the certification body

SBKTS Documents:

  • Special form
  • Information about the vehicle (make, model)
  • Identification number (VIN), year of manufacture of the vehicle
  • Category and environmental compatibility class
  • Information about the applicant
  • Details about the manufacturer, assembly location

What must be applied for: an EAC certificate, SBKTS document, or a negative certificate?!

If a product is subject to the requirements of the Technical Regulation TR CU 018/2011 - on the safety of wheeled vehicles and transport means, an EAC certificate or an EAC declaration must be applied for.

The SBKTS document is issued for all vehicles within the territory of the Eurasian Economic Union that are subject to mandatory certification or declaration requirements according to the regulations of the technical regulations of the EAEU states.

If the vehicle is not subject to mandatory EAC certification, TR CU certification, or GOST certification, a negative certificate or rejection certificate will be issued according to the technical regulations of the EAEU states.

Why can the issuance of the SBKTS (СБКТС) Document be refused?!

When applying for the SBKTS (СБКТС), several difficulties may arise if the vehicle has a non-standard construction. In some cases, the import of the vehicle into the territory of the Eurasian Economic Union (EAEU) may be prohibited.

A prohibition on the import of vehicles may occur for the following reasons:

  • The vehicle does not have yellow flashing lights
  • The vehicle lacks documentation for the conversion
  • The vehicle does not meet the requirements of technical regulations
  • The vehicle has an emission standard below EURO-5
  • The vehicle has significant construction defects
  • The vehicle is not operational

The SBKTS (СБКТС) is issued by an accredited certification center. Upon submission of all required documents, the application process takes approximately five to seven working days.

The data of issued documents are entered into a special register and are accessible within three days from the date of issuance. If no information about your vehicle is available in the register after these three days, it means that the document has no legal validity.
