New Regulations for Perfume and Cosmetic Products: What Changes Will Occur in 2025?

As of December 24, 2025, significant changes will come into effect for EAC certification of cosmetic products under TR CU 009/2011 - Regulation on the Safety of Perfume and Cosmetic Products. These new regulations will affect manufacturers, retailers, and consumers alike. Learn here what new developments are coming and what they mean for the industry.

Expanded Scope of the Regulation

The updated regulation defines the scope in more detail and categorizes the affected products into three groups:

  1. Finished cosmetic products marketed in the EAEU states
  2. Products from the light industry that are not considered cosmetics on carrier materials
  3. Products that do not belong to the light industry and are also not defined as cosmetics

Which Products Are Excluded from the Regulation?

The list of products not covered by TR CU 009/2011 has been expanded. It now also includes:

  • Medical and diagnostic products, including ultrasound gel and pharmaceuticals
  • Products such as ointments for bruises, swelling, or wart removal
  • Products and applications, e.g., plaque detectors and disinfectants
  • Cosmetic adhesives for eyelashes, rhinestones, and artificial nails
  • Intimate products such as lubricants and intimate gel lubricants

New Terms and Updated Safety Requirements

The regulation introduces new definitions, including "family cosmetics" and "safety coefficient MoS (Margin of Safety)." Particularly important: Family cosmetics may only contain ingredients that are safe for the youngest age group.

Conformity Assessment and Entry into Force

The procedures for conformity assessment remain unchanged. Manufacturers must either:

  1. Conduct a State Registration (SGR) for certain products (Annex 12 of the Regulation)
  2. Submit an EAC declaration for all other perfumery and cosmetic products

The new regulations will come into effect at the end of 2025. However, some specific provisions, including certain safety requirements, will only apply from July 1, 2026.

What Does This Mean for Manufacturers and Consumers?

The new regulations bring increased safety and transparency for cosmetic products. Manufacturers should review their product formulas and safety assessments to comply with the new requirements. Consumers will benefit from stricter safety standards and clearly defined product categories.
