On June 1, 2023, the Technical Regulation TR EAEU 050/2021 of the Eurasian Economic Union came into effect. The Technical Regulation TR EAEU 050/2021 addresses the safety of products for civil protection and protection against natural and man-made emergencies.

The EAC certification and the EAC declaration of products intended for civil protection and emergency response will henceforth be carried out in accordance with the provisions of the Technical Regulation TR EAEU 050/2021.

 The Technical Regulation TR EAEU 050/2021 on the safety of products for civil protection and protection against natural and man-made emergencies was adopted by Decision No. 100 of October 5, 2021, of the Council of the Eurasian Economic Commission.

EAC Certification according to TR CU 050/2021

According to TR EAEU 050/2021, the EAC conformity assessment for the affected products is carried out in the form of EAC certification. Various schemes are applied:

1C and 2C: These schemes apply to mass-produced products. The conformity assessment is based on the standards and requirements of the regulation for products manufactured in large quantities.

3C: This scheme applies to products delivered in batches. The conformity assessment is carried out for a specific delivery batch of the product in accordance with the relevant provisions of the regulation.

4C: This scheme applies to individual deliveries of products. The conformity assessment is applied to a single delivery of the respective product, taking into account the relevant requirements of the regulation.

Please note that the application of the aforementioned schemes depends on how the products are manufactured or delivered, and they serve to ensure a proper conformity assessment in accordance with TR EAEU 050/2021.

Technical Regulation TR CU 050/2021

According to TR EAEU 050/2021, mandatory requirements are established for application and enforcement in the customs territory of the Eurasian Economic Union for products intended for civil protection and protection against natural and man-made emergencies that are placed on the market in the customs territory of the Eurasian Union.

The regulation was adopted on October 5, 2021, and will come into force on June 1, 2023. There is a transition period until January 2025, during which the affected parties have time to implement the necessary measures for EAC conformity with the provisions of the regulation.

During the transition period, manufacturers, importers, and other involved parties should adjust their products according to the requirements of TR EAEU 050/2021 to ensure compliance with the regulations before they come fully into effect.

It is important to observe the exact provisions and deadlines of the regulation and to consult the relevant certification bodies in case of uncertainties.

Scope of Application TR CU 050/2021

According to TR EAEU 050/2021, the scope of the regulation includes the following products:

1. Technical means of protective structures for civil protection, such as protective devices and ventilation systems.

2. Technical means for alarm, communication, and control.

3. Rescue equipment, such as equipment for searching for victims and special protective clothing.

4. Technical means for monitoring emergency situations, such as sensors and measuring devices for monitoring changes in environmental parameters.

The annex of the Technical Regulation TR EAEU 050/2021 of the Eurasian Economic Union contains a comprehensive list of products that fall within the scope.

This list provides insight into which specific products are covered by the provisions for safety for civil protection and protection against natural and man-made emergencies.

It is important to note that TR EAEU 050/2021 does not apply to certain products:

1. Products specifically designed and modified to detect, track, or protect against bacteriological (biological) agents and radioactive materials that can be used for military purposes.

2. Products designed and modified to detect, track, or protect against toxic chemicals used in chemical weapons and riot control agents.

3. Products that fall under the Technical Regulation TR CU 019/2011 "On the Safety of Personal Protective Equipment."

These products are not covered by the scope of TR EAEU 050/2021 but by other regulations. For questions regarding the precise application of the regulation or the classification of specific products, it is advisable to consult the relevant certification bodies.

EAC Marking according to TR EAEU 050/2021

According to the requirements of TR EAEU 050/2021, products and packaging must be marked with the following information:

  • Name and designation of the type, brand, or model of the product
  • Intended use, technical parameters, and product characteristics
  • Country of manufacture and date of manufacture
  • Name and address of the manufacturer
  • Trademark of the product
  • Composition
  • Manufacturer's warranty

The EAC marking must be in Russian and, if required by the legislation of the member states, also in the official languages of the member state in whose territory the products are sold.

It is important that the marking is clear and legible and has high resistance to mechanical stress, chemicals, and climatic influences. The marking should remain intact until the complete use and disposal of the products.

These marking requirements serve to ensure clear identification and traceability of the products as well as to provide relevant information for consumers and authorities.

Validity Period of EAC Conformity

The validity period of the EAC conformity certificate (certificate or declaration) for mass production is typically from 1 to 5 years. After this 5-year period, the certificate or declaration must be renewed to demonstrate continued conformity of the mass production with the applicable regulations.

For batch deliveries or individual deliveries, there is no set validity period for the certificate or declaration.

This means that the certificate for these specific deliveries remains valid indefinitely, as long as the specific batch or individual delivery meets the requirements and provisions of the conformity evidence.

It is important to note that this information is general in nature and there may be deviations depending on the specific regulation and product.

Therefore, it is advisable to consult the specific provisions of the relevant technical regulation and conformity assessment procedures or to inquire with the relevant certification bodies about the exact requirements.

GOST Standards for TR EAEU 050/2023

According to the decision of the Board of the Eurasian Economic Commission (EEC) No. 78 of May 30, 2023, the GOST standards for TR EAEU 050/2021 have been published.

The list of GOST standards is categorized by product groups:

1. Protective and sealing devices and items for civil protection.

2. Ventilation systems, filters, and air regeneration systems of civil protection structures.

3. Technical means for warning of dangers arising during military conflicts or as a result of such conflicts, as well as in emergency situations.

4. Rescue equipment, including rescue vehicles, rescue robots, rescue tools, means for searching for victims, and means for overcoming water obstacles during rescue operations.

5. Life-supporting equipment for rescuers and victims and other relevant products.

The first list includes 125 GOST standards that establish safety requirements for the products. The second list contains 272 GOST standards that describe testing procedures for the conformity assessment of the products.

It should be noted that some of the standards have a limited validity period and are valid until January 1, 2026, or January 1, 2027. It is important to verify the exact validity periods of the individual standards to ensure that the relevant requirements are met.
