In December 2023, the amendments to TR CU 024/2011 - Technical Regulation for Fat and Oil Products were approved by the decision of the Council of the Eurasian Economic Commission N149. 

The amendments concern the addition of approval processes in the TR CU regulations of the EAEU States, including substitutes for untempered blends of cocoa butter.

The new version of the regulation outlines specific terms:

  • Hydrogenated oil/fat
  • Refined oil/fat
  • Spreadable oil/fat
  • Deodorized oil/fat
  • Peresterified oil/fat
  • Melted blends

The requirements for EAC marking of fat and oil products have also been revised. For example, it is specified that in the case of the content of components in edible fat and oil products, where their mass fraction is 2 percent or less, these may be listed in any order after the components with a mass fraction of more than 2 percent.

EAC Declaration for Fat and Oil Products

Clarifications have also been made for certain cases of the EAC conformity declaration. The declaration specifies, for example, the name of the oil along with its intended use and the necessity of refining or re-refining.

An illustrative example is: Unrefined sunflower oil. Intended for use as a food raw material. Subject to refining in facilities for the production of edible fat and oil products.

Safety of Fat and Oil Products

Annex Number 1 to the Technical Regulation TR CU 024/2011 - Technical Regulation for Fat and Oil Products establishes permissible safety requirements for fat and oil products.

It should be noted that further amendments to this annex will come into effect on July 10, 2024. These relate to compliance with the provisions of the Technical Regulation TR CU 021/2011 - on the general safety of food products.

Other annexes of the Technical Regulation TR CU 024/2011 - Technical Regulation for Fat and Oil Products have also been adjusted and updated. The new version of the Technical Regulation TR CU 024/2011 will come into effect on December 22, 2024.
